The Paradox Of VC Seed Investing | TechCrunch

This is the first in a series of articles I am writing to bring more transparency and honesty to the field of venture capital. While many of the themes may be contrarian or controversial, I have two primary goals: First, I want to help entrepreneurs and startup enthusiasts understand what motivates investors. Second, I hope to draw attention to some of the fallacies venture capitalists use in their negotiations with entrepreneurs. Aligning the incentives of entrepreneurs and VCs will lead to much stronger relationships and innovation.

Entrepreneurs regularly come to Founders Fund asking us to lead or participate in their seed/angel round. They are often confused or shocked when I try to convince them that with very few exceptions, it is not in entrepreneurs? best interest to raise seed capital from large venture firms and neither is it beneficial for large firms to invest in seed stage companies. Among the reasons: the structure of VC economics and unavoidable perception issues. Since this conversation happens frequently, I?d like to share my honest thoughts on why large funds should avoid angel investing -?? and also why Founders Fund nevertheless does so through its wholly owned FF Angel funds.

The economics of VC explain a lot about why large funds should not do seed investing, so let?s start with a quick review of those dynamics. VCs raise money from a pool of capital known as limited partners (the fund is the general partner), which include accredited individuals and large financial institutions . The VCs usually charge 2% of this capital annually for operating expenses (the management fee) and 20% of the profits (the carry). This is known in the industry as a 2-??and-??20 structure but varies from fund to fund. While the management fees from a large fund can be an important source of revenue, the real incentive is (or anyway, should be) the carry. For of every dollar committed to a fund, the firm will take home approximately $.15-?20 of management fees (which ratchet down over the life of a fund), but $.40 in carry if the fund triples. And good VC managers aim to get a return of at least 3-?5x committed capital. Established firms have been raising more capital lately and this has important consequences for the kinds of investments they make. For the remainder of this article, when I refer to ?VCs,? I am referring top tier funds in the range of $400 million to $1 billion+. As I am a partner at Founders Fund, I will use our latest $625 million fund as the example.

There are many reasons to work in venture capital. Founders Fund, for instance, has remained steadfast in its mission to transform our world for the better, as presented in our manifesto. At the same time, venture capitalists are capitalists, with a duty to provide returns. With a 2-??and-??20 structure, we and every other VC in the world are incentivized to make money for LPs and ourselves. In order to achieve meaningful carry, we need to return several multiples of the fund, or multiples of $625 million in our case. Consider the basic implications here: we make a traditional seed investment in a company of $250k, and that investment returns.?20x, which by anyone?s standards is a home run. The problem is that it only returns $5 million and we need to make another 124 ?home-??run? seed investments to return our fund. In a more extreme example, take Andreessen Horowitz?s $250K seed investment in Instagram. This was one of the most successful seed investments of all time and netted its fund $78 million. In our case, we would need eight Instagrams to get to $625 million?a feat that no single fund has ever achieved in the history of venture capital. The case would be very different if we were a smaller early-??stage firm where the Instagram investment may have returned its fund multiple times over.

This begs the question: why do VCs do seed investing at all? The standard reason is ?option value?, or the ability to put in more money later as the company scales and gains traction. That?s a terrible answer.. Example: You are the founder of Acme Computing Technologies (ACT), and raise $250K in your seed round from a moderately successful venture firm. That firm has not been bad to you in any way, and may have even been helpful. Six months later, ACT is doing well so you are thinking about a $5 million Series A to scale the business. Your original VC would love to do this deal, but you get a call one day from a legendary Silicon Valley firm. Are you really not going to take that call? Of course you will! And if she offers you competitive terms, are you not going to strongly consider taking the money? Of course you will! Top tier firms almost ALWAYS have an option on a company, even if they did not participate in the seed round. Firms with great reputations bring many benefits, from branding and signaling to good advice and great connections. For good companies, this scenario happens frequently.

On the flip side, entrepreneurs should be cautious of taking seed money from top tier VCs because of this ?option value.? Let?s change the story and say that a top tier made a seed investment in ACT from the start. We will ignore the subset of companies that die or ?crush it? and focus on the large majority of companies in the grey area. If the top tier fund skips the next round for whatever reason, ACT would have a serious problem on its hand. The most common question other firms will ask is ?Why didn?t the fund take this round?? Passing sends a negative signal to the market, and in some cases, may actually kill the company. The perceived option value comes at a potential huge cost to company, and is the main reason entrepreneurs need to strongly consider this downside.

Those are the structural problems with VCs doing seed investing ? it?s challenging for a seed investment to have an impact on the fund?s total returns and there can be all sorts of signaling problems. So why would an entrepreneur take money from a top VC, and why would the VC itself ever make seed investments?

A potential reason to take money from large VCs is because of their size and ability to move quickly on a small seed investment. In general, if any $400mm+ fund VC takes more than 24 hours to decide on a $250k seed investment, the entrepreneur should run away, fast. Rapid access to capital allows entrepreneurs to waste less time fundraising and spend more time on product or business?development. Furthermore, since the fund is so large, and the investment a small fraction of committed capital, the VC will likely leave the entrepreneur alone to run her company with no interference. VC meddling is potentially very detrimental to a company?s early success. Convenience and autonomy seem like great reasons to take money from a large fund, but the negative signaling potential to kill the company in the future outweighs these.

Despite these reasons, there are some cases where it does make sense for us (and indeed, any VC firm) to invest in seed stage companies. First, we invest in very high risk tech companies that otherwise would have a difficult time raising funds. We do this because we believe that IF these companies achieve their technical milestones, they open up huge new markets. This is usually a big IF, and also mitigates any signaling risk since other firms might not be willing to invest in the first place. Second, we invest in our network, who are typically amazing entrepreneurs or visionaries (e.g., the PayPal mafia, Facebook mafia, etc.). Investing in our network means we do not need to exert much incremental effort sourcing and helping out on deals because we already know the entrepreneurs and what they are working on. That kind of investing is a process that is almost infinitely scalable and thus incredibly efficient. These companies often do not fall under our manifesto criteria which we apply to our large main fund investments, so there is very little signaling risk if we do not participate in the Series A round. At Founders Fund, we do these seed investments through FF Angel to signal one of these cases, both to other VC firms as well as our own investors.

At the end of the day, we are venture capitalists. We strongly believe in stimulating innovation through capitalism. We are in this profession not simply to make money, but to help fund some of the most important technology the world has ever seen. Making our industry more transparent is an important part of what we do, as it can help cut through all the myths of venture capital, and empower founders to focus on the most important thing: progress.

Job Responsibilities

The appointment includes the following:

  • Assistance is of a high technical nature concerning pro-active management, coordination and support of Army cultural and environmental resources. Performance requires a general knowledge of historic cultural resource and environmental theories, principles and practices.
  • Participant serves as functional expert responsible for program support of Army proposals and initiatives, development of solutions to address and/or mitigate potential impacts to cultural and environmental resources, and coordination and execution of required environmental analysis. Initial focus will be upon development and/or implementation of an Integrated Cultural Resources Management Plan(ICRMP), Programmatic Agreement for operations and maintenance, and National Register of Historic Places nomination for ANCP properties. A demonstrated understanding of period materials and methods of construction, cyclic maintenance, appropriate treatments of historic fabrics and regulatory compliance are essential.
  • The participant assures technical adequacy of and compliance with ANCPs Cultural Resources and NEPA plans, programs and policies per applicable Army, DoD, federal, state and local environmental laws, regulations, directives, and procedures.
  • Participant plans, advises, reviews and develops standardized procedures for internal/external project review. Responsible for developing reporting and budget input/requirements, conducting surveys of facilities, quality control, preparing and processing records, notifying and reporting to regulatory agencies, coordinating information/document review and releases, documenting projects, interacting with the community, and other related activities. Conducts training, data collection, evaluation, briefings, and prepares and submits the upward reporting as required.

Qualifications

Applicants should have a Bachelors degree in Architecture, History, Environmental Science or related discipline within the last five years. Other applicants will be considered on a case-by-case basis. The program is open to all qualified U.S.citizens without regard to race, sex, religion, color, age, physical or mental disability, national origin, or status as a Vietnam-era or disabled veteran.

The participants will be selected based on experience, academic records, recommendations, and compatibility of background with ANCP applied research programs and projects.

The Environmental Management Participation Program for the U.S. Army Environmental Command (USAEC) provides opportunities to participate in USAEC on-going applied research and development projects, and environmental technology demonstration projects at Army installations worldwide. Fight Brews Over Florida's Opting Out of Medicaid Plan

But it may not be so easy. A battle is brewing here in Florida, where Gov. Rick Scott took to national television soon after the ruling to announce that he would reject the expansion. Advocates for the poor and some players in the health care industry ? especially hospitals ? intend to push back.

Hospital associations around the country have already signed off on cuts to reimbursement rates under the health care law on the assumption that the new paying customers they would gain, partly through the Medicaid expansion, would more than cover their losses.

?If we?re going to walk away from that coverage, we?ll simply see those dollars we contributed through cuts in hospital payments go to covering people in other states,? said Bruce Rueben, president of the Florida Hospital Association. ?It?s a bad deal for people in Florida if it plays out that way.?

Given Florida?s size ? it is the fourth most populous state in the nation, and more than 20 percent of its 19 million residents lack health insurance ? the implications for Obama?s goal of insuring most Americans are significant. And Florida?s importance as one of the biggest battleground states in the presidential race adds potency to Scott?s clash with the Obama administration. Supporters of the law here have hurried to paint the Medicaid expansion as crucial not just morally, but economically.

But there is noticeable frustration with the White House from some. State Sen. Nan Rich, a Democrat running for governor in 2014, said the administration needed to do a better job of countering state-level opposition.

?The Obama administration needs to be more forceful in going out there and explaining what is true and what?s not,? she said.

Despite the governor?s statements, leaders of the Republican-controlled state Legislature have not outright rejected the expansion, saying they will study their options over the coming months before making a decision.

?At the end of the day, we are going to take a rational approach that reflects the interests of Floridians, protects their hard-earned tax dollars and uses common sense, ? said Rep. Will Weatherford, the incoming House speaker.

That more measured approach may reflect, in part, mixed public sentiment about the health care law. The boos that met Mitt Romney?s vow to repeal the law in a speech Wednesday at the NAACP?s annual convention in Houston were a reminder that while Republicans believe strident opposition is a winning strategy, it may not be so clear-cut.

Scott describes Medicaid as a dysfunctional program, saying the portion of the state budget devoted to it is growing at more than three and a half times the rate of general revenues. The program costs about $21 billion a year in Florida, with the federal government covering 55 percent, and serves about 3.2 million people. Childless adults are generally not eligible but would be under the expansion.

All told, the expansion would add some 17 million people to the Medicaid rolls nationally, including perhaps 1 million or more in Florida.

Under the law, the federal government would pay the full cost of each state?s expansion for the first three years, starting in 2014, and gradually decrease its share to 90 percent in 2020 and beyond. Last week, Scott said in national television interviews that the state would owe an additional $1.9 billion a year if, as the law calls for, it expanded Medicaid to everyone with incomes up to 133 percent of the poverty level. That is about $15,000 for a single person and $31,000 for a family of four.

Scott has since backed off the $1.9 billion estimate; his spokesman, Lane Wright, said he had based it on an outdated report. But the state is still anticipating high costs, partly because it expects that a number of people who are currently eligible for Medicaid but have not signed up will do so, a concern shared by other states. The federal government would pay a lower share of the cost for that group.

In Florida, the federal government would contribute a total of $20 billion for the newly eligible group from 2014 through 2019, according to the Kaiser Family Foundation, a nonpartisan research group. The foundation estimates Florida?s share of the expansion costs at between $1.2 billion and $2.5 billion from 2014 through 2019, depending on how many of those newly eligible for Medicaid actually enroll.

Without the expansion, Rueben and others in the health care industry said, the cost of uncompensated care ? emergency treatment for those who are uninsured and cannot afford to pay ? will continue to spiral upward and more costs will be shifted to the insured. Jackson Health System, the safety-net hospital system in Miami, provided more than $450 million in uncompensated care last year.

For the most part, hospitals are likely to hold their fire until after the election, said Jeff Goldsmith, a health industry analyst based in Virginia. ?If Obama is defeated and the Senate flips, it?s all over,? Goldsmith said. ?Do you spend a bunch of scarce political capital making people angry now, or wait until things have settled after November??

Although clinics for the poor provide basic care to a constant stream of uninsured patients, those who need more complicated tests or procedures are often out of luck.

Dr. Edwin Bosa-Osorio, chief medical officer at Jessie Trice Community Health Center, which serves several poor neighborhoods in the Miami area, said it can take more than a year for his patients to get diagnostic tests or consultations even at Jackson, the safety-net hospital system, because it is so overburdened.

As a result, Bosa-Osorio said, the center?s doctors too often have to take ?the Plan B approach to a condition.?

For Tracy Similien, a 22-year-old student who injured her hip in a fall several years ago and still has frequent searing pain, that means relying on Tylenol instead of seeing an orthopedist or neurologist.

Dr. Fatima Zafar, Similien?s primary care doctor at Jessie Trice, said another of her patients has uterine fibroids that make her anemic and weak. She needs a hysterectomy, Zafar said, but is on a waiting list for it at Jackson. About 23 percent of Jessie Trice patients have Medicaid and can thus be referred to other hospitals that offer quicker appointments; most of the rest are uninsured. ?You feel very limited in your scope,? Zafar said.

In a letter to governors on Tuesday, Kathleen Sebelius, the health and human services secretary, urged them to take advantage of ?the unusually generous federal resources? and move ahead with expansions.

But state Sen. Joe Negron, a Republican who is vice chairman of the Senate Budget Committee, said he was skeptical that the federal government could continue to pay for most of the expansion indefinitely given the size of the deficit.

?Medicaid should be a last-resort safety-net program and not a mechanism to reduce the number of uninsured,? he said. ?We have to hope our economy keeps improving and more people get back to work and therefore would have access to private health insurance.?

Analysis: As Egypt leaders feud, economy heads toward cliff

CAIRO (Reuters) - Egypt's new Islamist president and his old military foes have come out swinging in a struggle for political power, but their countrymen need them to find a way to work together to avert economic chaos.

In the two weeks since his inauguration, President Mohamed Mursi of the Muslim Brotherhood has openly defied the entrenched military by summoning the Islamist-led parliament the generals dismissed on the eve of his election.

The political confrontation risks paralyzing the government, and the first casualty could be Egypt's fragile economy, fast heading towards a balance of payments and budget crisis.

The past year and a half of turmoil has frightened away tourists, sent investors packing and wrecked economic growth. Egyptians need their leaders to set aside their political quarrel fast.

"Both the military and the Brotherhood are here to stay for the foreseeable future and neither side is strong enough to defeat the other, so there has to be some compromise," said Shadi Hamid of the Brookings Doha Center.

The army, in power for six decades, moved to limit the power of the new civilian president even as voters were lining up to elect him. On the first day of a two-day run-off election last month, generals dissolved the parliament. On the second day, they issued a decree restricting the president's powers.

Mursi did not wait long to assert his own power either, issuing a decree summoning the disbanded parliament just days after he took office. The lawmakers met on Tuesday. Judges, seen as allies of the generals, responded by rebuking Mursi.

An economy in such straits will not long survive such confrontation, said economist Said Hirsh of Capital Economics: "Months, rather than years, they can hold on like this."

Mursi, whose Brotherhood was repressed under the rule of military men, wants to whittle away at the might of the Supreme Council of the Armed Forces (SCAF) and the sweeping economic interests they control.

But he must also address demands of an electorate desperate for jobs and security after exhausting uncertainty since Hosni Mubarak was toppled by street power in February last year.

"Confronting SCAF and improving the economy don't always go together. Sometimes you have to make a choice to prioritize one over the other," said Hamid.

LOST TIME

The political crisis may have already cost Mursi valuable time to set the economy straight, and the tasks ahead are huge.

Egypt's foreign reserves have tumbled to $15.5 billion, well below half the level they were at when the anti-Mubarak uprising erupted in January 2011. Interest rates the government pays have rocketed to an unsustainable 16 percent for one-year treasury bills, their highest in a decade.

Investors will be watching closely as Mursi sets up a new government. Several names for a new prime minister are being bounced around - mostly technocrats with an economic background.

"The formation of a legitimate government - and evidence that that government is capable of making and implementing policy - is essential if investors who believe in Egypt's long term prospects are to be persuaded that they can begin to deploy capital now," said Simon Williams, HSBC economist in Dubai.

Mursi must convince the International Monetary Fund that he has enough control of government and broad political support to implement austerity measures the IMF is expected to demand to open the way for a loan facility, last put at $3.2 billion.

Mursi may win breathing space with donations. He visited wealthy Saudi Arabia this week in his first trip abroad since taking office. The West - fearful of instability in the first Arab state to make peace with Israel - also will not want to see Egypt fail.

But Saudi or American handouts will not earn much respite. Egypt needs to win over investors further afield, ranging from Western bond buyers to multi-national firms, which until Mubarak's overthrow poured in cash and delivered growth and jobs - even if Egyptians complained only the rich benefited.

"External aid will buy Egypt time, but Egypt needs reform, access to private capital and growth if it is to begin to reverse the losses of the last 18 months," said Williams.

A Western diplomat said Egypt is always likely to find a way to avert catastrophe, but that alone would not be enough to deliver on the hopes of people who expect a better future.

"They will always find a way to muddle through, but the prize is not to muddle through," the diplomat said. "The prize is to do something different."

ANAEMIC GROWTH

In the years before the uprising, economic growth hit 7 percent, making Egypt a darling of emerging market investors. It now hobbles along below 2 percent, far below the level needed to create jobs for the youths who drove protests against Mubarak.

Egypt's pound has lost only 4 percent of its value against the dollar since the uprising, but even that seeming good news unsettles some foreign investors because they fear there is still room for a big devaluation ahead.

David Cowan, a Citibank economist, said he believed Egypt still had enough reserves to support its currency for another year and did not expect an IMF agreement until early 2013.

"My central scenario is more political confusion and just more policy muddle through for the rest of this year, whatever long-term damage this is doing to the economy," he said.

More political battles are on the way, including the fight to shape the new constitution. Earlier constitutional declarations and proposals by the army indicate the generals want to preserve their status and privileges from civilian oversight, which the Brotherhood is determined to impose.

"The big potential flare-up is the constitution," said the diplomat, pointing to a verdict that could come as early as next week from a court about whether an assembly appointed to write the new charter should be dissolved or not.

Yet, the disputes so far in Mursi's presidency may also yield a few reassuring signs. Though tensions rose, there was no descent into the kind of violence that often erupted last year.

The army did not physically prevent members of the disbanded parliament from gathering and even withdrew its troops that were stationed outside the building, handing over to police. Pro-Mursi demonstrations were peaceful.

Short of a full-scale military coup, which analysts think very unlikely, the army has less room to maneuver since it handed over executive power to Mursi. The president, meanwhile, may have emerged with some extra credibility.

"He had to demonstrate he was not going to be a pushover president, that he was going to be strong president with powers, and I think in that sense he has succeeded," said Hamid.

Griffin out, Davis has shot for US basketball team

LAS VEGAS (AP) ? Anthony Davis was seated on the court, the best players in the world towering above him.

The NBA rookie had just been fouled while making a 3-pointer, falling backward toward the U.S. bench, looking up to see the likes of LeBron James and Kevin Durant dancing in celebration.

The Americans weren't just giddy over the basket.

Their joy was in knowing they can count on the kid in the Olympics.

With Blake Griffin heading for left knee surgery that will keep him from London, Davis is expected to join the Americans as they chase another gold medal. He got his first taste of playing with them in a 113-59 exhibition victory over the Dominican Republic on Thursday night, which ended about the time the Los Angeles Clippers were announcing the news about Griffin.

"Hopefully he gets back quick and has a great season next year because he deserves it," U.S. teammate Kevin Durant said. "You know he played so hard and he's all about the team, and we're going to string Anthony along and hopefully he comes in and fills a void."

Durant had 24 points and 10 rebounds for the Americans, who will add Griffin to at least four other players who were knocked out of the Olympics because of injuries.

Griffin returned to Los Angeles on Thursday for further evaluation after reporting discomfort in the same knee that bothered him in the playoffs following Wednesday's practice. The Clippers said he will require arthroscopic surgery to repair a torn meniscus, and he should be ready for the start of the NBA season.

"We're relieved that this does not affect Blake's ability to be ready in time for training camp," Clippers coach Vinny Del Negro said in a statement. "Missing out on the Olympic experience will be tough for him to take. I know how dedicated he was to doing that. We're glad we can get this fixed now and take advantage of the available time for him to fully recover."

USA Basketball officials said following the game they hadn't been told Griffin would be forced to pull out. Once he does, the Americans will be able to replace him on their 12-man roster.

Davis, the national college player of the year who had failed to make the roster Saturday after a sprained ankle forced him to sit out scrimmages, was told to return to Las Vegas. He scored nine points in 10 minutes against the Dominicans, who were led by his college coach, John Calipari of national champion Kentucky.

"As far as I know I'm still an alternate. I'm not on the team yet, so got to keep working," Davis said.

The Americans love Davis' rebounding and shot blocking, but not his youth. Griffin is older and stronger, and coach Mike Krzyzewski noted he's played against Spain center Pau Gasol in the NBA. Griffin was being counted on to play center and looked sharp earlier in camp, throwing down some of his impressive highlight dunks.

"Blake is a proven commodity, and if we don't have him, it's a big loss," Krzyzewski said. "He was playing really well for us."

The Clippers, who just signed Griffin to a 5-year, $95 million extension, will see another specialist Sunday, and surgery is expected to be scheduled soon. Once it was determined he was leaving, the U.S. staff told Davis to return from Los Angeles, where he had attended the ESPY awards Wednesday and was scheduled to meet with his agent Thursday.

And if he sticks with the Americans, Calipari will have to alter his summer plans after the Dominicans finished one win short of qualifying for the Olympics.

"If he's on the team and he makes that trip then I'm probably going to have to make a trip to London, anyway," Calipari said.

Davis' defensive talents would be a welcome addition on a U.S. team that has New York's Tyson Chandler as its only remaining center. Players can be replaced on the roster in case of injury any time up to 48 hours before the start of the Olympics.

The Americans lost two centers, Dwight Howard and Chris Bosh, to injuries before camp, along with Derrick Rose and Dwyane Wade. Chris Paul, Griffin's Clippers teammate, sprained his right thumb on the first day of camp and had been sitting out scrimmages.

Despite those losses, the Americans still consider themselves the best team in the world ? and apparently, ever. Kobe Bryant created a stir when he said he thought this young, athletic U.S. team probably would have pulled out a game against the Dream Team, which didn't sit well with his Hall of Fame elders.

"I absolutely laughed," Michael Jordan said before playing in a celebrity golf tournament in Charlotte, N.C. "For him to compare those two teams is not one of the smarter things he ever could have done."

Bryant wasn't backing down, nor bothered by Jordan's response.

"I'm not really tripping," Bryant said. "The fact is they've got (Patrick) Ewing and (David) Robinson, those big guys. I mean it's tough. But if you're asking me if we can beat them one game, hell yeah we can beat them one game. You didn't ask me if we could beat them in a seven-game series. One game, we could get them, no question about it."

The Americans believe they can be better than the team that won the gold medal four years ago because of Durant, the NBA's three-time scoring champion who seems even more dangerous in international competition. The 3-point line, just over 22 feet away, is an easy shot for him, and at 6-foot-9 he can play any frontcourt position ? he entered the game the first time for Chandler.

Durant set U.S. tournament records two years ago in Istanbul with 38 points in a game and an average of 22.8 for the championship, leading a young U.S. team to its first gold medal in the event since 1994. He has transitioned easily to this veteran squad that returns five players from the gold medalists in Beijing, coming off the bench to shoot 9 of 11 from the field, making 5 of 6 3-pointers in 22 minutes.

About the only thing to question about the U.S. were their uniforms, featuring white tops with the pattern of an American flag faded into the back, and shorts that were white in the front and blue in back, making them look like the home team facing one direction and the visitors from behind.

The Americans head across the country Friday to continue their training in Durant's hometown of Washington. They will play an exhibition game against Brazil on Monday before finishing their Olympic preparations in Europe.

The Dominicans lost former Louisville guard Edgar Sosa to a leg injury in the first quarter. Calipari believed he had a broken foot.

New security scanners to reveal everything about you, instantly

The U.S. Department of Homeland Security may soon embrace super-fast, laser-based molecular scanning technology that can detect anything on or in your body in an instant.

The technology holds promise to make airports, borders and other points of interest to terrorists more secure, but comes with a host of new personal privacy concerns, Gizmodo reports.?

The inventors of the scanning technology, Genia Photonics, has partnered with In-Q-Te, a private company that serves as a bridge between the CIA and new technology companies.?

Gizmodo explains:

Their plan is to install this molecular-level scanning in airports and border crossings all across the United States. The official, stated goal of this arrangement is to be able to quickly identify explosives, dangerous chemicals, or bioweapons at a distance.

The machine is ten million times faster?and one million times more sensitive?than any currently available system. That means that it can be used systematically on everyone passing through airport security, not just suspect or randomly sampled people.

While this technology isn?t new, the scanner is ?millions times faster and more convenient than ever before,? Gizmodo adds.

And that?s where the privacy concerns arise.

The rollout of X-ray and millimeter wave scanning technology at airports across the country in 2010 got people up in arms about their privacy and health.

Pat-downs have also raised eyebrows.?

But at least we know these things are coming as we slip off our shoes and belts in the security line.?

The new technology could be used without us even knowing it ? say while?waiting to check in ? and is sensitive enough to detect a grain of cannabis from the joint that dude smoked next to you the night before.

A team of astronomers using NASA's Hubble Space Telescope is reporting the discovery of another moon orbiting the icy dwarf planet Pluto.

The moon is estimated to be irregular in shape and 6 to 15 miles across. It is in a 58,000-mile-diameter circular orbit around Pluto that is assumed to be co-planar with the other satellites in the system.

"The moons form a series of neatly nested orbits, a bit like Russian dolls," said team lead Mark Showalter of the SETI Institute in Mountain View, Calif.

The discovery increases the number of known moons orbiting Pluto to five.

The Pluto team is intrigued that such a small planet can have such a complex collection of satellites. The new discovery provides additional clues for unraveling how the Pluto system formed and evolved. The favored theory is that all the moons are relics of a collision between Pluto and another large Kuiper belt object billions of years ago.

The new detection will help scientists navigate NASA's New Horizons spacecraft through the Pluto system in 2015, when it makes an historic and long-awaited high-speed flyby of the distant world.

The team is using Hubble's powerful vision to scour the Pluto system to uncover potential hazards to the New Horizons spacecraft. Moving past the dwarf planet at a speed of 30,000 miles per hour, New Horizons could be destroyed in a collision with even a BB-shot-size piece of orbital debris.

"The discovery of so many small moons indirectly tells us that there must be lots of small particles lurking unseen in the Pluto system," said Harold Weaver of the Johns Hopkins University Applied Physics Laboratory in Laurel, Md.

"The inventory of the Pluto system we're taking now with Hubble will help the New Horizons team design a safer trajectory for the spacecraft," added Alan Stern of the Southwest Research Institute in Boulder, Colo., the mission's principal investigator.

Pluto's largest moon, Charon, was discovered in 1978 in observations made at the United States Naval Observatory in Washington, D.C. Hubble observations in 2006 uncovered two additional small moons, Nix and Hydra. In 2011 another moon, P4, was found in Hubble data.

A team of astronomers using NASA's Hubble Space Telescope is reporting the discovery of another moon orbiting the icy dwarf planet Pluto.

The moon is estimated to be irregular in shape and 6 to 15 miles across. It is in a 58,000-mile-diameter circular orbit around Pluto that is assumed to be co-planar with the other satellites in the system.

"The moons form a series of neatly nested orbits, a bit like Russian dolls," said team lead Mark Showalter of the SETI Institute in Mountain View, Calif.

The discovery increases the number of known moons orbiting Pluto to five.

The Pluto team is intrigued that such a small planet can have such a complex collection of satellites. The new discovery provides additional clues for unraveling how the Pluto system formed and evolved. The favored theory is that all the moons are relics of a collision between Pluto and another large Kuiper belt object billions of years ago.

The new detection will help scientists navigate NASA's New Horizons spacecraft through the Pluto system in 2015, when it makes an historic and long-awaited high-speed flyby of the distant world.

The team is using Hubble's powerful vision to scour the Pluto system to uncover potential hazards to the New Horizons spacecraft. Moving past the dwarf planet at a speed of 30,000 miles per hour, New Horizons could be destroyed in a collision with even a BB-shot-size piece of orbital debris.

"The discovery of so many small moons indirectly tells us that there must be lots of small particles lurking unseen in the Pluto system," said Harold Weaver of the Johns Hopkins University Applied Physics Laboratory in Laurel, Md.

"The inventory of the Pluto system we're taking now with Hubble will help the New Horizons team design a safer trajectory for the spacecraft," added Alan Stern of the Southwest Research Institute in Boulder, Colo., the mission's principal investigator.

Pluto's largest moon, Charon, was discovered in 1978 in observations made at the United States Naval Observatory in Washington, D.C. Hubble observations in 2006 uncovered two additional small moons, Nix and Hydra. In 2011 another moon, P4, was found in Hubble data.

Mitt Romney appeals to black voters in NAACP speech

Mitt Romney offered a direct appeal to African-American voters on Wednesday, arguing in a speech at the NAACP's annual meeting that the black community has been hardest hit by the bad economy and that, if elected, he'll seek to improve the quality of life for all Americans, regardless of color.

"I believe that if you understood who I truly am in my heart, and if it were possible to fully communicate what I believe is in the real, enduring best interest of African-American families, you would vote for me for president," Romney said.

Romney acknowledged "barriers" still exist for black Americans even after President Barack Obama became the nation's first black president. He argued the struggling economy has only enhanced those "challenges" and "old inequities."

"If equal opportunity in America were an accomplished fact, then a chronically bad economy would be equally bad for everyone," Romney said. "Instead, it's worse for African Americans in almost every way."

At 14.4 percent, unemployment among black Americans is much higher than the 8.2 percent national average, while the average income and median family income for African Americans is much lower, Romney noted.

While Romney does not expect to win the black vote, the Republican nominee's NAACP speech was aimed at showing he's at least trying. As he regularly does on the campaign trail, Romney cited his experience as governor of Massachusetts to prove he hasn't led by "just talking to Republicans" and that he'll be an inclusive president.

"We have to make our case to every voter.? We don't count anybody out, and we sure don't make a habit of presuming anyone's support.?Support is asked for and earned---and that's why I'm here today," Romney said.

If elected, he added, "We will know each other."

He dismissed as "nonsense" Democratic charges that his potential presidency would only help the rich. "The President wants to make this a campaign about blaming the rich," Romney said. " I want to make this a campaign about helping the middle class."

If he didn't believe his policies would help "families of color" and all Americans more than Obama's, Romney said, "I would not be running for president."

Romney also appealed to the NAACP audience by touting his proposal to increase school choice. The GOP nominee has repeatedly described education as the "civil rights issue of our era," and on Wednesday, he argued that "mediocre schools" are setting up kids for "failure." In a dig at Obama, he argued that candidates "can't have it both ways" by arguing they'll protect kids while also protecting the interests of teachers unions--and vowed to

"Instead, for generations, the African-American community has been waiting and waiting for that promise to be kept.?Today, black children are 17 percent of students nationwide--but they are 42 percent of the students in our worst-performing schools.

Romney also briefly touched on gay marriage--an issue that has divided the black community--pledging that he would work to "defend traditional marriage."

While the Republican nominee received polite applause throughout most of the speech, Romney received a few boos throughout his speech--including when he repeated his pledge to repeal Obama's health care law. As the audience jeered the health care line, Romney paused and smiled, before continuing on.

But Romney emphasized that, if elected, his focus would be almost exclusively on job creation. "If I am president, job one for me will be creating jobs. I have no hidden agenda. If you want a president who will make things better in the African-American community, you are looking at him," Romney declared, as a few audience members booed.

As his campaign readily acknowledges, Romney faces an uphill battle in appealing to black voters. The latest Quinnipiac poll found Obama leads Romney 92 percent to 2 percent among African Americans.

But Romney cast himself as someone who is still willing to reach out--even the two sides don't always agree. Closing his speech, the former Massachusetts governor spoke about his father, former Michigan Gov. George Romney, who was credited for his support of civil rights during the 1960s. Romney called his father's leadership "an example" in his own life.

"It wasn't just that my Dad helped write the civil rights provision for the Michigan Constitution, though he did. It wasn't just that he helped create Michigan's first civil rights commission, or that as governor he marched for civil rights in Detroit--though he did those things, too," Romney said. "It was the kind of man he was, and the way he dealt with every person, black or white. ?He was a man of the fairest instincts, and a man of faith who knew that every person was a child of God."

LA JOLLA, CA The Scripps Research Institute has been awarded a grant expected to total more than $77 million from the National Institutes of Health's (NIH) National Institute of Allergy and Infectious Diseases (NIAID). The new seven-year project will focus on developing a vaccine against HIV and the disease it causes, AIDS.

"With 33 million infected individuals worldwide, an HIV vaccine is urgently needed to slow and eventually eliminate new infections," said Scripps Research President and CEO Michael A. Marletta, PhD. "I am excited that the institute's proven track record in fundamental discoveries applicable to vaccine development will be brought to bear on this most important and compelling problem."

"Although AIDS drugs have extended the lives of many, an effective HIV vaccine could truly eliminate the threat of HIV in both developing and developed countries," said Scripps Research Professor Dennis Burton, PhD, a prominent HIV expert who will lead the new center. "We look forward to making significant progress toward this goal in the coming years."

The Center for HIV/AIDS Vaccine Immunology & Immunogen Discovery (CHAVI-ID) will conduct multidisciplinary research into immune responses that prevent infection or control the virus in infected individuals. The team will also generate vaccine components to induce such immune responses and provide broad protection against HIV infection.

The CHAVI-ID award to Scripps Research was one of two in the nation. The other went to Duke University in Durham, NC.

A Scientific Challenge

HIV (human immunodeficiency virus) causes AIDS (acquired immune deficiency syndrome) by binding to, entering, and ultimately leading to the death of T helper cells, which are immune cells that are necessary to fight off infections by common bacteria and other pathogens. As HIV depletes the body of T helper cells, the immune system fails and common pathogens can become potentially lethal.

An effective HIV vaccine would induce antibodies (specialized immune system molecules) against the virus prior to exposure to the virus. These antibodies would circulate through the blood, and track down and bind to the virus, preventing infection of T helper or other cells.

Most of the antibodies that the body produces to fight HIV, however, are ineffective. The surface of the virus is cloaked with sugar molecules that prevent antibodies from slipping in and blocking the proteins the virus uses to latch onto a cell and infect it. To make matters more complicated, HIV is constantly mutating, so there are multiple HIV strains that antibodies elicited by any vaccine must be able to sense and destroy.

Nonetheless, rare, "broadly neutralizing antibodies" against HIV do exist, as scientists at Scripps Research and other institutions have shown.

Harnessing the Immune System

Under the auspices of the new grant, the team based at Scripps Research will conduct research on antibodies and B cells, the cells that make antibodies. This work will guide the development of immunogenssubstances that evoke an immune responsecapable of eliciting protective antibodies to HIV.

Additionally, the scientists will focus on studying CD4+ T cells in an attempt to harness these cells' direct antiviral activity, as well as their ability to help B cells produce antibodies.

"We will work toward an HIV vaccine based on a deep understanding of the critical attributes of immune responses that provide protection against AIDS viruses, through these two focused and highly integrated efforts," said Burton, who, in addition to his position at Scripps Research, is scientific director of the International AIDS Vaccine Initiative's (IAVI) Neutralizing Antibody Center, based on the Scripps Research campus in La Jolla, CA, and program leader at The Ragon Institute of Massachusetts General Hospital, MIT, and Harvard University.

The initial award (grant number UM1AI100663-01) provides $11.1 million for the first year of the Scripps Research-based center.
