Mo. Girl, 11, To Be Honored At Rose Parade

KANSAS CITY, Mo. (AP) An 11-year-old Independence girl killed by a stray bullet will be honored as an organ donor during Tuesday?s Rose Parade.

The Kansas City Star reports (http://bit.ly/Rnj3Cd ) that Blair Shanahan Lane was dancing outside with a sparkler on July 4, 2011, when she was struck in the neck and collapsed. Her organs were donated.

Lane?s mother, Michele Shanahan-DeMoss, will be riding on the 10th annual Donate Life float in the New Year?s Day parade in Pasadena, Calif.

Two other donors, Molly Noble of Stover, and Landon Mitchell of Solomon, Kan., will also be honored on the float with special portraits.

Former President George H.W. Bush moved out of intensive care

HOUSTON? - Former President George H.W. Bush?s condition improved enough for him to be moved on Saturday out of the intensive care unit and into a regular room at the Houston hospital where he was admitted last month for respiratory problems, a spokesman said.

Bush, 88, who served as president from 1989 to 1993, entered Methodist Hospital on Nov. 23 for treatment of what doctors said was bronchitis, and he was moved into the ICU last Sunday after suffering a number of medical complications, including a persistent fever.

Bronchitis is an inflammation of the mucous membranes lining the air passages through the lungs.

?President Bush?s condition has improved, so he has been moved today from the intensive care unit to a regular patient room at the Methodist Hospital to continue his recovery,? the family said in a statement from his spokesman, Jim McGrath.

?The Bushes thank everyone for their prayers and good wishes,? it added.

McGrath said on Friday that Bush?s condition was getting better and that he was even singing at times in his communications with doctors and nurses.

He added in an email reply to Reuters on Saturday, ?George Bush is the most relentlessly upbeat man you?ll ever meet, and his spirits have been good throughout this ordeal.? He declined to disclose any information about Bush?s prognosis or how much longer he might remain hospitalized.

Bush, the 41st U.S. president and a Republican, is the father of former President George W. Bush. In a political career spanning four decades, he also served as a congressman, ambassador to the United Nations, envoy to China, CIA director, and vice president for two terms under Ronald Reagan.

Bush has lower-body parkinsonism, which causes a loss of balance, and has used a wheelchair for more than a year.

Former President George H.W. Bush's condition has improved enough for him to be moved out of the intensive care unit and into a regular patient room at the Houston hospital where he has been receiving treatment, a spokesman said on Saturday.

Bush, 88, entered Methodist Hospital on Nov. 23 with bronchitis. He was sent to intensive care last Sunday after setbacks including a persistent fever.

"The Bushes thank everyone for their prayers and good wishes," said a statement from the former president's spokesman.

Bush was the 41st U.S. president and is the father of former President George W. Bush. In a political career spanning four decades, Bush, a Republican, also served as a congressman, ambassador to the United Nations, envoy to China, CIA director, and vice president for two terms under Ronald Reagan.

SAN ANTONIO (AP) ? David Ash wasn't sure he would start the Alamo Bowl. No one will remember after the way he finished Texas' rocky season with a validating and dazzling victory.

The sophomore threw a 36-yard touchdown strike to Marquise Goodwin with 2:24 left for the last of two fourth-quarter touchdown passes, stunning No. 15 Oregon State and lifting the Longhorns to a 31-27 comeback victory Saturday night.

The Longhorns (9-4) never led before Goodwin scored his second touchdown on a deep post pattern, just a down after Texas converted a fourth-and-1 play to keep its chances alive.

"I guess in in every situation you have to be thankful," said Ash, who was pulled in a loss to TCU a month ago and wasn't immediately selected the starter for the Alamo Bowl. "I learned a lot at TCU. It was a tough situation I was in. I was just really thankful I got another opportunity to play a game I love."

With Texas down 20-10 at halftime, Longhorns coach Mack Brown said he told his players they would win.

"I told them this it wasn't going to be easy, but I told them this game was ours and we would win it," Brown said. "This one is really special."

Storm Woods ran for 118 yards and scored two touchdowns for the Beavers (9-4), who left stunned after looking as though they would wrap up their first 10-win season since 2006.

"Not to take anything away from Texas, that was a great team offensively and defensively," Wood said. "In the first half we had a great style of football. In the second half, Texas made some adjustments and I guess, they just wanted it more."

The victory was a dose of much-needed good news for Texas after coming into the game under a cloud of questions following the suspensions of backup quarterback Case McCoy and injured linebacker Jordan Hicks.

Ash, whose been pulled at times for McCoy this season, was 21 of 33 for 241 yards. Ash sputtered until the fourth quarter, when he went 9 for 11 for 146 yards. Even if there were doubts about Ash before then, Texas had no choice but to stick with him: the only backups were two redshirt freshmen who haven't taken a snap all season.

Brown announced the suspensions Friday but wouldn't reveal which players were sent home. A person with knowledge of the suspensions told The Associated Press the players were McCoy and Hicks, speaking on condition of anonymity because Texas wasn't releasing the names.

Brown addressed the suspensions during a previously schedule news conference and referred to a local TV report that police were investigating two unidentified Texas players in an alleged sexual assault at a San Antonio hotel. Police released a heavily redacted incident report that only identifies the suspects as two students, one 20 and the other 21.

Authorities are still investigating and no charges have been filed.

Brown said he would not address the suspensions further.

Oregon State quarterback Cody Vaz was 15 of 28 for 194 yards and two interceptions. The Beavers had negative 4 yards in the fourth quarter as they were muffled by the Longhorns defense that was led by Alex Okafor, who finished with 4 1/2 sacks.

"When we tried to just drop back and pass, it was difficult," Oregon State coach Mike Riley said. "That's why Cody had to just hang in there. It was very, very tough. He made some plays and some other plays didn't develop because he didn't just have time."

Although Goodwin's touchdown catch might have won the game, two spectacular Texas plays in an earlier 83-yard scoring drive handed the Longhorns momentum ? and a chance.

First was wide receiver Jaxon Shipley rescuing a pass sailing behind him with a dazzling one-handed grab at midfield. Ash made up for that off-target throw six plays later, slithering out of safety Anthony Watkins' near-certain sack and flinging the ball to Johnathan Gray, who then zipped down the sideline for a 15-yard scoring play that got the Longhorns to 27-24

The Longhorns played for a national championship in 2009. What's followed has been the shakiest of Brown's 15 years at Texas: a combined 22-16 record, an overhaul of assistant coaches and stubborn instability at quarterback following seven spoiled years with Heisman Trophy finalists Colt McCoy ? the suspended player's brother ? and Vince Young under center.

A surge of four consecutive victories late this season put this nine-win season in reach ? a benchmark that had been the ho-hum standard of the Brown era. It comes following an unexpected twist earlier this month, when school President Bill Powers went to his blog to write that Brown had his "full support" and would remain the head coach.

Powers cited an increase an "increase in media speculation" about Brown's future. It was published on his blog the same day Brown would not yet commit to Ash or Case McCoy as his starting quarterback for the Alamo Bowl.

Anyone who tells you that energy independence can be achieved based on globally traded commodities such as oil, coal and natural gas is either trying to mislead you or doesn't understand the structure of energy markets. As of 2011 fossil fuels produced 83 percent of the world's energy according to the U.S. Energy Information Administration (EIA). Because fossil fuels can be transported anywhere in the world, producers seek out the highest price unless they are constrained by law or infrastructure from doing so.

This means that energy independence for a country is something of an optical illusion when it is based merely on the domestic production of fossil fuels. Here's why:

1. Events far away such as wars; embargoes; strikes; and mine, oilfield and refinery disasters affect the level of domestic prices for fossil fuels in all countries where these fuels are freely exportable regardless of whether that country produces enough for its own consumption. In such countries consumers of these fuels including domestic industry and transportation, commercial establishments, households and government agencies are all subjected to fluctuating world prices that can be unrelated to anything happening in the host country even if the country extracts enough fossil fuel from its own soil to meet domestic demand.

Woman set on fire in LA as she sleeps on bench

LOS ANGELES (AP) ? For more than 10 years, the homeless woman slept on the same plastic bus stop bench at a busy intersection in the San Fernando Valley, no matter how cold it was or if it was raining.

The 67-year-old woman, described by one church volunteer who saw her regularly as the "sweetest lady on the street," was nestled in her regular spot early Thursday when the unthinkable happened: A man came out of a nearby drug store, doused her with a flammable liquid and set her ablaze.

She was taken to a nearby hospital, where she was listed in critical condition.

A witness called 911, and police arrested Dennis Petillo, 24, a short time later. He was booked for investigation of attempted murder and was held on $500,000 bail. It wasn't immediately known if he had retained an attorney.

Police provided no possible motive and released no details on Petillo. The victim's name also was withheld.

The attack shocked nearby residents, and later Thursday about a dozen people held vigil around the charred bench, urging motorists to honk their horns in support of homeless rights. One sign placed on the bench read, "Our Prayers to Violet," believed to be the victim's first name.

Tej Deol, 31, who resides at a nearby sober living house, said the woman made the bench her home and often could be found sleeping there after sundown. He said he saw her Christmas Eve, getting ready to eat some soup.

"I told her, 'Merry Christmas and happy New Year,' and she said she was doing good," Deol said. "She was so kind. She was happy to have someone talk to her."

Thursday's incident was at least the third in Los Angeles County since October where people were set on fire.

Last week, a 55-year-old man was seriously injured when he was torched as he slept outside a doughnut shop in Norwalk. Two months earlier, Long Beach police said Jacob Timothy Lagarde, 27, threw a lit Molotov cocktail at a man who had been waiting for his father outside a store. Lagarde has since been charged with attempted murder and five other counts.

Los Angeles police are investigating whether Petillo might be tied to any other similar crimes, but at this point detectives don't believe he is, Cmdr. Andrew Smith said.

As the number of flowers and candles around the scorched bench grew Thursday, people who knew the victim tried to comprehend why a woman who seemed so benign could be so viciously attacked.

Robert Wyneken, 75, who volunteers at a nearby church that serves meals for the less than fortunate called Violet the "sweetest lady on the street." He said she was quiet, independent and resourceful.

Wyneken said she supported herself by recycling cans and didn't like to panhandle. He said there were efforts to get her housing and in contact with family, but she wouldn't have it.

"I just think she had something in her life where she wanted to be alone," he said. "She didn't want to be a burden to anybody."

Wyneken, Deol and others said they were deeply troubled by what had happened at the bus stop.

"The guy who did this should spend the rest of his life in jail," Deol said.

Steve Williams, 62, who identified himself as a homeless veteran, said he is aware of the dangers of sleeping on the street but that it's difficult to find space at nearby shelters, especially at this time of year.

"We are all human. No one should be treated like that," he said.

Toyota seeks to settle acceleration case for $1.1 billion

DETROIT (Reuters) - Toyota Motor Corp has agreed to spend $1.1 billion to settle sweeping U.S. class-action litigation over claims that millions of its vehicles accelerate unintentionally, as the Japanese automaker seeks to move past the biggest safety crisis in its history.

Shares of Toyota rose nearly 3 percent in Tokyo following the news, with some investors saying the settlement removed one uncertainty for the company and looked manageable given its improving sales outlook and a weaker yen.

The proposed settlement will compensate customers for economic losses related to possible safety defects in Toyota vehicles, covering most of the litigation involving unintended acceleration, although it does not cover claims for wrongful death or injuries.

About 16 million Toyota, Lexus and Scion vehicles sold in the United States spanning the model years 1998 to 2010 are covered by the action, according to court filings made public on Wednesday. Thirty nameplates are affected, including the top-selling Toyota Camry midsize sedan and Corolla compact car.

Toyota, the No. 3 automaker in the U.S. market, admitted no fault in proposing the settlement, one of the largest of U.S. mass class-action litigation in the automotive sector.

"This was a difficult decision, especially since reliable scientific evidence and multiple independent evaluations have confirmed the safety of Toyota's electronic throttle control systems," Christopher Reynolds, general counsel for Toyota Motor Sales, USA, said in a statement.

"However, we concluded that turning the page on this legacy legal issue through the positive steps we are taking is in the best interests of the company, our employees, our dealers and, most of all, our customers."

The figure eclipses other settlements in the auto industry including Bridgestone Corp's $240 million payout to Ford Motor Co in 2005 over Ford's massive Firestone tire safety recall in 2001. Ford replaced 13 million Firestone tires, installed mostly as original equipment on the company's popular Explorer SUV, in one of the biggest recalls in U.S. history.

Hagens Berman, the law firm representing Toyota owners who brought the lawsuit in 2010, issued a statement saying that the settlement was valued between $1.2 billion and $1.4 billion. In a memo filed in court, the lawyers said the settlement was "a landmark, if not a record, settlement in automobile defect class action litigation in the United States."

Toyota said it would take a one-time pretax charge of $1.1 billion to cover the costs. The company said it planned to book the charge as operating expenses in its October-December third quarter.

"This is positive, as it removes the factor that was the biggest concern when it came to lawsuits ... Because Toyota's absolute numbers are very big when it comes to profits, it's hardly going to have an impact," said Koji Endo, an autos analyst at Advanced Research in Tokyo.

Toyota may be able to offset costs with a rise in its profits as the yen weakens, he added. Toyota's operating profit increases by 35 billion yen for every one-yen rise in the value of the dollar. The automaker has forecast an operating profit of 1.05 trillion yen ($12.3 billion) for the financial year ending in March 2013.

Toyota shares rose 2.7 percent, compared with a 1 percent rise in Japan's benchmark Nikkei index.

LINGERING EFFECTS

Toyota's recall of more than 10 million vehicles between 2009 and 2011 hurt the company's reputation for reliability and safety.

The effect of the recalls on sales and loyalty remains "difficult to isolate," IHS Automotive analyst Rebecca Lindland said.

"A lot of their growth through the early 2000s were first-time Toyota buyers," she said. "Those are the people that were most vulnerable to saying, 'I'll never own a Toyota again.' The long term effects won't fully be realized until all of the cars that have been impacted by the recall have been retired."

The biggest safety crisis in Toyota's history began to get public notice in August 2009 when an off-duty California Highway Patrol officer Mark Saylor and three members of his family were killed in a Lexus ES 350 that crashed at a high speed.

A separate lawsuit over the death of the Saylor family was settled out of court. A handful of wrongful death and personal injury cases are still pending, but the vast majority of the litigation over unintended acceleration will be finished if the proposed settlement is approved, said a person with knowledge of the remaining lawsuits who wished to remain anonymous.

Within a half year of the Saylor family crash, Toyota President Akio Toyoda and other company executives were questioned in a high-profile U.S. Congressional hearing, and Toyoda made a public apology.

Toyota maintained all along that its electronic throttle control system was not at fault, and reiterated that on Wednesday. It has blamed ill-fitting floor mats and sticky gas pedals for the problem.

A study by U.S. safety regulator the National Highway Traffic Safety Administration and NASA found no link between the reports of unintended acceleration and Toyota's electronic throttle control system.

INCREASINGLY COMMON

The settlement, which must be approved by a California federal judge, includes direct payments to customers as well as the installation of a brake override system in more than 2.7 million vehicles, according to the settlement agreement filed in court.

The terms include a $250 million fund for former Toyota owners who sold vehicles at reduced prices and a separate $250 million fund for owners not eligible for the brake override system.

Attorneys for the plaintiffs are slated to receive up to $200 million in fees and $27 million in costs, according to court documents.

Richard Cupp, a professor at Pepperdine University School of Law, said the settlement was large for the automotive sector but was dwarfed by other litigation involving economic loss claims. State cases against the tobacco industry, for instance, amounted to more than $200 billion.

"That could mean that lawsuits like these could become increasingly common, even where there is not provable physical injury on large scale," Cupp said.

Transfusions add risk in some heart attacks, finds study of patients with anemia

Dec. 24, 2012 ? When heart attack patients present in the emergency department with some degree of anemia, or anemic patients have a heart attack, physicians have a tendency, but not much guidance, about whether to provide a blood transfusion. The idea is that a transfusion could help more oxygen get to the heart. Recent national guidelines suggested that there simply isn't good evidence to encourage or discourage the common practice, but a new meta-analysis of 10 studies involving more than 203,000 such patients comes down on the side of it increasing the risk of death.

The next step for determining when the practice could be appropriate needs rigorous randomized trials that will generate more decisive, high-quality data, said lead author Dr. Saurav Chatterjee, a cardiology fellow at the Alpert Medical School of Brown University and the Providence VA Medical Center.

For the analysis published Dec. 24 in the Archives of Internal Medicine, Chatterjee and his co-authors combined and analyzed data from studies in which anemia patients with heart attacks either received "liberal" transfusions or received more restricted versions of the treatment or no transfusions at all. Liberal transfusions were defined as cases in which patients either received two units of blood or more or had a transfusion even with a hematocrit reading (a measure of red blood cell concentration) higher than 30 percent (normal is in the low 40s).

What the researchers found, after statistical adjustments to control for important medical factors, was that the risk of death was 12 percent higher for people who received the liberal transfusions than those who did not. Moreover, the group that received liberal transfusions had twice the odds of having another heart attack.

"What we found is that the possibility of real harm exists with transfusion," Chatterjee said. "It is practiced in emergency departments all across the United States. I think it is high time that we need to answer the question definitively with a randomized trial."

Of the 10 papers that Chatterjee and his co-authors reviewed, all but one were observational studies. The only randomized trial was a small pilot experiment.

Searching for an answer

Chatterjee began the study when he was a resident at Maimonides Medical Center in New York. He noticed a paper by the AABB (formerly the American Association of Blood Banks) in which the association said there was not enough clinical evidence for or against transfusions in heart attack patients.

For clinicians, the practice has always been a tough judgment call. Some transfusions are clearly necessary, for example when a patient's troubles include not just a heart attack but also severe ongoing bleeding, Chatterjee said. But transfusions also create health risks, such as an increase in potential clotting because platelets may clump together more, or from an inflammatory immune response to the introduction of blood of a "foreign" source into the body.

Chatterjee and his co-authors decided to comb the literature to determine whether, if properly combined and analyzed, existing data could provide some insight. They found 729 potentially relevant studies, but only 10 that had the right data to help answer the question.

Few as they were, Chatterjee said, the studies all told much the same story.

"One of the things that struck us is that there were very few studies in evidence of transfusion at all," Chatterjee said. "In our case, though, we found that the effect was pretty consistently harmful across the spectrum of studies, spectrum of time, and spectrum of patients that were enrolled in the individual studies."

Chatterjee said the study should not be taken to mean that transfusions should be stopped altogether for anemic heart attack patients. Instead, he said, doctors must continue exercising their clinical judgment, at least until results from a large, well-designed randomized trial can be produced. Mindful of the risk his study found, however, they might just want to shift their thinking about where the border is among borderline cases.

"Before a definitive trial is out there, we should be conservative, especially considering the high risk of harm," he said.

In addition to Chatterjee, the paper's other authors are Jorn Wetterslev of the Centre for Clinical Intervention Research in Copenhagen, Denmark; Abhishek Sharma and Edgar Lichstein of Maimonedes Medical Center; and Debabrata Mukherjee of Texas Tech University.

From a Manila slum emerges an unlikely ballerina

MANILA, Philippines (AP) ? The ghetto called Aroma reeks of putrefying trash collected by its residents for recycling. Half-naked children with grimy faces play on muddy dirt roads lined by crumbling shanties of tarpaulin walls, cracked tin roofs and communal toilets.?

From this Manila slum of garbage collectors emerged an unlikely Cinderella: ballerina Jessa Balote who at the age of 10 was plucked out of her grubby life by a ballet school to prepare her for a life on stage.?

In four years since her audition in 2008, Jessa has performed in various productions, including Swan Lake, Pinocchio, Don Quixote and a local version of Cinderella. She rode a plane for the first time in August to compete in the 2012 Asian Grand Prix ballet competition for students and young dancers in Hong Kong, where she was a finalist.?

The 14-year-old Jessa's unlikely success is as much a celebration of a unique effort by the Philippines' most famous prima ballerina, Lisa Macuja, to help slum kids of Manila by providing them a scholarship and classical ballet training for six to seven years. ?????

More than a quarter of the Southeast Asian nation's 94 million people live in abject poverty, many in sprawling and unsanitary shanty towns like Aroma in the capital city. Despite a reecent economic upturn, there are not enough full-time jobs. Education skills are lacking and incomes are low. At least 3,000 Filipinos leave their families behind every day to seek employment abroad.?

Jessa, who would have likely followed her family to a life of garbage picking, had not much of a future to look forward to.?

"I used to tag along with my father and mother when they collected garbage in the evening," Jessa said in her home about the size of a shipping container with a small attic.?

Her family would gather trash from houses in the nearby Quiapo district or rummage for scrap metal in the huge garbage dump not far from home.?

That was until her successful audition for the Project Ballet Futures dance scholarship established by Macuja, founder and artistic director of Ballet Manila who is married to business tycoon Fred Elizalde.?

The outreach program of Ballet Manila ? which runs a dance company and a school by the same name ? initially accepted 40 students from Jessa's charity-run school in Manila's Tondo district dump site. Some dropped out, but new batches have been accepted.?????

Today, the program has 55 scholars, aged 9 to 18, from five partner public schools such as Jessa's. They train daily after school along with 60 paying students.?????

"I can help my parents more with what I do now. I earn money from ballet," said Jessa, sitting on a plastic bench in her shorts and t-shirt, her long hair loose. The slim teenager, perhaps so used to dancing on her toes, would often have her toes pointed at the wooden floor even while sitting during the interview.????

Behind her, the plywood wall of the family shack was adorned with pictures of her in gossamer tutu on stage. Sharing the space were frames of ballet certificates and a newspaper clipping about the garbage picker-turned-ballerina. A pair of satin pointe shoes lay on top of a gym bag, a few meters (yards) from sacks of used plastic bottles and other garbage piled up outside the door of her cramped home.? Jessa and other kids are trained in the rigorous Russian Vaganova ballet and are required to keep up with their academics in school. They are provided a monthly stipend of 1,200 pesos to 3,000 pesos ($30 to $73) depending on their ballet level, as well as meals, milk and ballet outfits. They also receive fees of 400 pesos to 1,500 pesos ($10 to $37) for each performance.????

Pointe shoes alone cost $50 to $80 a pair ? a fortune for someone eking a living on $2 a day ? and wear out within weeks or days, said Macuja.

The daughter of a former senior trade official, Macuja was 18 years old when she received a two-year scholarship at the Vaganova Choreographic Institute (now the Academy of Russian Ballet) in Saint Petersburg in 1982, where she graduated with honors.

She was the first foreign principal ballerina for the Kirov Ballet in St. Petersburg before returning to the Philippines, where she worked as artist-in-residence at the Cultural Center of the Philippines and a principal dancer at the Philippine Ballet Theatre.

Macuja, 48, founded Ballet Manila in 1994 with the aim of making the high art of classical ballet more accessible to common people. The dance company has held performances in malls, schools, town halls and remote villages of the archipelago. She set up the scholarship program in 2008 as a way of paying back for her good fortunes.

For Jessa and the other slum children, it opened a whole new world. Literally so, when she flew to Hong Kong for the ballet competition.

Her glee while on a roller coaster in Disneyland was captured in a photo in her humble home.

During the competition in Hong Kong, she said she often felt nervous and shy to be dancing among well-off peers. But she overcame her fear, remembering Macuja's advice "to persist despite the odds and to not let poverty hinder me."

As a company apprentice she makes around 7,000 pesos ($170) a month, sometimes more, from stipend and performance fees. The money is not enough to lift her family from poverty, but ballet has given her a choice in life.

Her father, Gorgonio, works part-time as a construction worker besides collecting garbage. His meager pay is insufficient to feed his large family of six children and two grandchildren. One son works in a factory while another daughter collects garbage.

Jessa's childhood dream is to become a school teacher. But she also wants to dance as a professional ballerina. She says she is challenged by the feisty acting and difficult dance turns of the Black Swan character in Swan Lake and aspires for that role.

For Jamil Montebon, another Project Ballet's beneficiary, the scholarship was a life saver.?

The troubled 18-year-old has left his broken family in a violent slum community not far from Aroma.?

He became a ballet scholar at 13 but then dropped out of high school and ballet last year after a fight with his mother. During his time off from ballet and school, he collected garbage and worked in a junk shop. At night he would go drinking with other kids who often clashed with rival gangs, then sleep in a church where he got one free meal a week.?

He was later accepted back into the program, which demands that children keep good grades and stay out of trouble. After shaping up, he moved into Ballet Manila's dormitory.

"I think that the key really is that these kids have been given hope, and that hope will transform their lives," Macuja said.

Sandia Lab building solar test centers across US

ALBUQUERQUE, N.M. (AP) ? One of the National Security Administration's three national laboratories is building regional testing centers around the country to field-test hardware for solar companies before their multimillion-dollar solar systems are installed in buildings.

The Sandia National Laboratory is building test centers in Albuquerque, Denver, Las Vegas, Orlando, Fla., and Burlington, Vt., the Albuquerque Journal reported (http://bit.ly/Y5OGyw).

"The centers are designed to not only provide independent assessments of commercial systems, but to do that in multiple locations and climates," Sandia solar group member Jennifer Granata said.

The test facilities will provide enhanced monitoring and improved performance prediction capabilities for new technologies being introduced to the market and will have detailed weather stations and measuring and monitoring equipment such as simulators, performance curve tracers and infrared and digital cameras.

They will help develop standard procedures to assess performance of large-scale systems that other labs, utilities and investors can use.

Select companies will then set up their own systems of between 10 and 300 kilowatts on site.

The companies doing field testing at the centers will be responsible for the costs of their systems, while the government will provide labor and expertise.

The lab also just completed a $17.8 million upgrade to its National Solar Thermal Test Facility in Albuquerque.

While the test centers will focus on solar systems that directly convert sunlight to electricity, the lab's Solar Thermal Test Facility is working to improve concentrating solar power systems that use sunlight to heat liquids to generate steam for turbine generators.

That facility was established in 1976 in Albuquerque, but much of it had never been updated until now.

Upgrades included construction of a $10 million Molten Salt Test Loop, and a nearly $4 million overhaul of the facility's "solar tower."

Concentrating solar power systems are increasingly using molten salt to retain heat from the sun because it's cheap and abundant, and it stores thermal energy for long periods, allowing the systems to generate steam for turbines well after the sun goes down. But energy developers need a better understanding of how pressure, high temperature and flow rates interact and impact a system's overall operation.

The Molten Salt Test Loop is now the only test facility in the nation that can provide real power-plant conditions and collect data to help companies make commercial decisions about such systems, Sandia researcher Cheryl Ghanbari said.

Sandia National Laboratories' has a main campus on Kirtland Air Force Base in Albuquerque and another in Livermore, Calif., near the Lawrence Livermore National Laboratory. The research and development facilities work on a variety of federal science projects and are operated under government contract by Sandia Corp., a subsidiary of defense giant Lockheed Martin Corp. Sandia's objectives include ensuring the security of the nation's nuclear stockpile and addressing threats to national security.

AWS outage brings Netflix down for some devices on Christmas Eve

Has an evening with National Lampoon's Christmas Vacation become an annual holiday tradition? Or perhaps you enjoy a pre-present thrill, courtesy of Tim Burton's The Nightmare Before Christmas. Whatever the flick, there's a good chance you won't be watching it on Netflix Instant Streaming tonight, reportedly due to an outage over at Amazon Web Services. Netflix cloud architect Adrian Cockroft is on the case, explaining on Twitter that the interruption will affect only certain devices -- while we're not quite sure which gadgets are currently down, we have received reports that gaming consoles and connected TVs have gone offline. Netflix, for its part, has also taken to Twitter to apologize for the outage, suggesting that you follow the as-yet-silent @Netflixhelps account for updates.

Craig Mundie To Retire From Microsoft - Business Insider

Craig Mundie, Microsoft's chief research and strategy officer, will retire in 2014, the company announced today.

He will serve as CEO Steve Ballmer's senior advisor until then, according to his updated executive biography page.

AllThingsD says the move was announced by Ballmer internally on December 14.

Mundie has been with Microsoft for more than 20 years. As chief research officer, Mundie led Microsoft Research, which helped develop new technologies for the company.

CIA: 'Zero Dark Thirty' movie 'not a realistic portrayal' of bin Laden ...

In a rare statement from the Central Intelligence Agency, the agency?s acting director slammed the film ?Zero Dark Thirty? as unrealistic in its portrayal of the hunt for Osama bin Laden.

?I would not normally comment on a Hollywood film, but I think it important to put ?Zero Dark Thirty,? which deals with one of the most significant achievements in our history, into some context,? Michael Morell said in statement on the CIA?s website Friday.

?The film, which premiered this week, addresses the successful hunt for Usama Bin Ladin that was the focus of incredibly dedicated men and women across our Agency, Intelligence Community, and military partners for many years.? But in doing so, the film takes significant artistic license, while portraying itself as being historically accurate.?

The film has received positive reviews from critics ? not to mention Golden Globe nominations for best picture, director and actress ? but the CIA?s criticism adds to the negative reaction from members of Congress about some of the film?s elements.

The CIA cooperated with director and screenwriter Kathryn Bigelow and Mark Boal during filmmaking, ?but?as is true with any entertainment project with which we interact, we do not control the final product.?

Morell first denounced the notion that the successful hunt for bin Laden was mainly the result of one singular person?s mission. In the film, Jessica Chastain plays a CIA operative, Maya, who is integral in locating the terror mastermind in Pakistan.

?The filmmakers attributed the actions of our entire Agency ? and the broader Intelligence Community ? to just a few individuals,? Morell said. ??This may make for more compelling entertainment, but it does not reflect the facts. The success of the May 1st 2011 operation was a team effort ? and a very large team at that.

He also denounced the notion that ?enhanced interrogation techniques? were ultimately what led to bin Laden?s capture. He wrote, ?whether enhanced interrogation techniques were the only timely and effective way to obtain information from those detainees, as the film suggests, is a matter of debate that cannot and never will be definitively resolved.?

Finally, Morell condemned the way the film portrays some agency members that died while on the mission. He said, ?the film takes considerable liberties in its depiction of CIA personnel and their actions, including some who died while serving our country. We cannot allow a Hollywood film to cloud our memory of them.?

Morell concluded, ?Commentators will have much to say about this film in the weeks ahead. Through it all, I want you to remember that ?Zero Dark Thirty??is not a documentary. What you should also remember is that the Bin Ladin operation was a landmark achievement by our country, by our military, by our Intelligence Community, and by our Agency.?

Last week, Sens. Dianne Feinstein, Carl Levin and John McCain wrote a letter to Sony Pictures decrying the notion that the use of techniques that they consider was critical in leading to bin Laden?s location.
