World News - Lebanon awash with weapons vital to Syrian uprising

Since the Syrian crisis broke out, the price of weapons has exploded in neighboring Lebanon. ITN's John Ray meets the rebels buying the weapons and the dealers selling them.

Equipped with rifles and handguns, Syrian rebels have faced a superior enemy armed with tanks and artillery shells for months. But even as many have retreated over the border with Lebanon to train for guerrilla raids, they tell ITN's John Ray they are not considering surrender or ceasefire.

It's victory or martyrdom, they tell Ray.

"We need weapons, armor-piercing weapons," one masked rebel says.


In Beirut, there is no shortage of weapons from dealers with global connections. Since the Syrian crisis broke out, the price of weapons has exploded, a dealer tells Ray, but these weapons continue to be vital to the Syrian uprising.

And rebels are determined to obtain these weapons at all cost, even as some dealers say they're forbidden to sell to rebels.

Current TV fires Keith Olbermann

Current TV has fired Keith Olbermann, a network spokeswoman told TheWrap.

The controversial news host has been at the fledgling cable channel for less than a year, but the relationship has been rocky since the get-go and individuals on both sides of the dispute accused the other of breaching contract.

Olbermann will not get the opportunity to sign off on air, as Eliot Spitzer will replace him starting Friday night, the network announced.

Current informed Olbermann of his dismissal Thursday morning, and in a note on Friday Current co-founders Al Gore and Joel Hyatt made their displeasure clear.

Olbermann quickly responded on Twitter, threatening legal action.

He also apologized to viewers, but said he had to end his show after he was unable to resolve his differences with Current executives.?

"I'd like to apologize to my viewers and my staff for the failure of Current TV. Editorially, Countdown had never been better," Olbermann tweeted.

"But for more than a year I have been imploring @AlGore?and @JoelHyatt?to resolve our issues internally," he added, saying that they had instead publicized their disputes.?

Olbermann's attorney Patricia Glaser confirmed to TheWrap that they will sue Current.

"They made a bad decision. They can expect a bad result," Glaser said, adding that they would be filing a complaint next week.

According to an individual with knowledge of the situation, that dispute was part of a larger chain of errors by Olbermann, who was fired for a "serial, material breach of his contract" such as the failure to show up to work, sabotaging the network and attacking Current.

That individual said Olbermann missed 19 of 41 working days during January and February and asked for vacation the night before Super Tuesday, giving the network "strong legal foundation" for dismissing Olbermann.

Glaser descibed said claims as "hogwash."

Olbermann's contract not only paid him a hefty sum, but gave him equity in the network.?He also held the title of Current's Chief News Officer.

This was but the very messy culmination of a lengthy back and forth between Current and its star, who has a long history of butting heads with his bosses, having previously tangled with them at ESPN and MSNBC.

Olbermann got into a contretemps with Current over his role during Republican primary election coverage last December.?Back in early January, executives at Current TV said that relations ? especially those with Current CEO Joel Hyatt ? were at a breaking point after deteriorating over several months.

Olbermann declined to cover the Iowa caucus when he learned he would have to share the hosting chair with others.

His show on Current was hailed as the centerpiece of its transition towards progressive programming, and Current has added two prime time evening shows and two morning shows to its lineup.

"Countdown" will now be replaced by "Viewpoint with Eliot Spitzer."

Spitzer, the former governor of New York, has minimal broadcast experience, having previously hosted the low-rated CNN show "In The Arena."?

China officially tops one billion mobile subscribers

We heard last year that China was approaching 900 million mobile phone subscribers, and it looks like it's now finally hit the big one. The country's Ministry of Industry and Information Technology confirmed today that, as of the end of February, there were more than a billion mobile subscribers in the country (1.01 billion, to be specific). As the AFP notes, that's individual subscriptions, which includes users with more than one phone, but any way you slice it that's a whole lot of cellphone users. Of those, 144 million are on 3G networks, which is fully double the number from April of 2011. Not surprisingly, much of that growth comes at the expense of landline phones, which have dropped a further 828,000 in the first two months of the year to 284.3 million. Internet use also continues to be on the upswing, with more than half a billion people having internet access of some sort, and 154.96 million having broadband access (up nearly five million during those same two months).

Weight loss and better fitness slow decline of ... - Hamara Health

Washington, Mar 29 (ANI): Weight loss and increased physical fitness nearly halve the risk of losing mobility in overweight or obese adults with type 2 diabetes, a new study has claimed.

The study is based on four-year results from the Look AHEAD (Action for Health in Diabetes) trial, which has been designed to determine the long-term effects of intentional weight loss on the risk of developing cardiovascular disease in overweight and obese individuals with type 2 diabetes.

"Being able to perform routine activities is an important contributor to quality of life," Griffin P. Rodgers, the study leader from NIH?s National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), said.

"These findings add support to making lifestyle changes that improve health and reduce disability in people with type 2 diabetes, changes that already have been shown to prevent the disease and provide a good return on investment," Rodgers said.

For the study, beginning in 2001, a total of 5,145 participants were randomly assigned to either an intensive lifestyle intervention group (ILI) or a diabetes support and education group (DSE).

Participants receiving the intervention attended group and individual meetings to achieve and maintain weight loss through decreased caloric intake and increased physical activity. The DSE group attended three meetings each year that provided general education on diet, activity, and social support.

To assess mobility and disability, participants rated their ability to carry out activities with or without limitations. Included were vigorous activities such as running and lifting heavy objects and moderate ones such as pushing a vacuum cleaner or playing golf.

Participants also separately rated their ability to climb a flight of stairs, bend, kneel or stoop, walk more than a mile, and walk one block. Both groups were weighed annually and completed a treadmill fitness test at baseline, after one year, and at the end of four years.

After four years of the study, participants in the ILI group experienced a 48 percent reduction in mobility-related disability compared with the DSE group.

Furthermore, 20.6 percent of ILI participants reported severe disability compared to 26.2 percent of participants in the DSE group.

Likewise, 38.5 percent of those in the ILI group reported good mobility, whereas the rate was 31.9 percent in the DSE group. Weight loss was a slightly stronger predictor of better mobility than improved fitness, but both contributed significantly to the observed reduction in risk.

"With nearly two-thirds of participants reporting mild, moderate, or severe restrictions in mobility when Look AHEAD began, it is critical to address this problem," Mary Evans, project scientist for the study, said.

"This study of mobility highlights the value of finding ways to help adults with type 2 diabetes keep moving as they age. We know that when adults lose mobility, it becomes difficult for them to live on their own, and they are likely to develop more serious health problems, increasing their health care costs," she said.

The study has been recently published in the New England Journal of Medicine. (ANI)

PBS' 'Masterpiece' gets $1 million gift from donor

LOS ANGELES (AP) ? Even the landed gentry of "Downton Abbey" would be impressed: A philanthropist is giving $1 million to PBS' "Masterpiece," U.S. home of the British upstairs-downstairs drama series.

The gift is the largest yet for the Masterpiece Trust, a fund-raising initiative started last year, PBS said Wednesday. The donor is Darlene Shiley of San Diego, who previously gave $250,000 to support "Masterpiece."

The drama showcase scored a hit with the second season of "Downton Abbey," which drew a total of 17 million viewers to make it the most-watched "Masterpiece" miniseries on record, PBS said.

"Masterpiece," from WGBH Boston, began searching for new funding sources after losing longtime sponsor Exxon Mobil in 2004. The series finally gained a new corporate supporter last year when Viking River Cruises came aboard.

No clear way to court for Syria war crimes suspects

GENEVA/NEW YORK, March 29 - U.N. officials have compiled a list of Syrian figures suspected of crimes against humanity in the uprising against President Bashar al-Assad, but opposition from Russia and China means the accused are unlikely to appear in the dock at the international war crimes court any time soon.

As world powers press for an end to the violence that has racked Syria and claimed thousands of lives, pressure is building over accusations that Assad's security apparatus has committed crimes in suppressing the year-long revolt.

Syrian government forces have been accused in a U.N. report of committing widespread, systematic and gross human rights violations amounting to crimes against humanity. There was also evidence of abuse by some rebel groups, it said last month.

A U.N. Commission of Inquiry on Syria has handed over a confidential list of senior Syrian officials suspected of ordering crimes against humanity including murder, abductions and torture to the United Nations for possible prosecution - whether by an international court, or national bodies using universal jurisdiction, or even a Syrian court in future.

But in the case of Syria, the International Criminal Court - the world's first permanent war crimes court - is powerless for the time being. The ICC has no reach there because Syria is not a state party to the Rome Statute, and because the United Nations Security Council is deadlocked over the issue.

"If the Security Council provides a decision (that) we should investigate Syria, we will do it," ICC prosecutor Luis Moreno-Ocampo said earlier this month. "We are always able."

But Moscow and Beijing have stone-walled in the Council.

"The Security Council can bring a case, but China and Russia are unlikely to agree so that the chances are slim at the moment," said Louise Doswald-Beck, professor of law at Geneva's Graduate Institute of International and Development Studies.

"But there is a possibility (of arrest and prosecution) if these people were rash enough to travel to states that can try people for war crimes and crimes against humanity."

The office of the ICC prosecutor has an information and evidence unit which can receive evidence submitted by members of the public or official bodies: so, for example, evidence from Syria could be submitted to the unit and held there in case an official investigation does go ahead.

But the office's representatives refuse to say whether they have received any evidence about war crimes in Syria.

U.N. officials have supported an investigation.

"I endorse the call by (U.N. High Commissioner for Human Rights Navi Pillay) to have the International Criminal Court investigate whether these amount to crimes against humanity," Juan Mendez, U.N. special rapporteur, or investigator, on torture worldwide, said in an interview.

RUSSIA AND SYRIA SHIELD ASSAD

The United Nations estimates Syrian forces killed at least 9,000 people over the past year as Assad's forces pounded rebel strongholds into submission. The government says opposition fighters killed 3,000 soldiers and security forces personnel.

The Hague-based ICC, which has investigated several cases involving alleged war crimes over the past decade, earlier this month handed down its first-ever ruling when it found Congolese warlord Thomas Lubanga Dyilo guilty of using child soldiers in the Democratic Republic of Congo.

But so far it has missed the chance to try some of the biggest names suspected of genocide or crimes against humanity. Sudanese President Omar Hassan al-Bashir, wanted on charges of orchestrating genocide, remains at large.

Last year, the ICC issued arrest warrants for Libya's former ruler Muammar Gaddafi, his son Saif al-Islam, and his spy chief, Abdullah al-Senussi, following a referral by the U.N. Security Council. Gaddafi was killed by rebel forces, Saif is in prison in Libya, while Senussi was recently detained in Mauritania: it remains unclear whether either of them will appear in The Hague.

With Syria, Moscow and Beijing have shielded Assad from U.N. Security Council condemnation by vetoing two Western-backed resolutions over the bloodshed, but they approved a Security Council statement on March 21 endorsing U.N.-Arab League envoy Kofi Annan's bid to end the violence in Syria.

UNIVERSAL JURISDICTION

Legal experts such as Doswald-Beck say one possible chink in the case of Syria is if any of those involved in war crimes were to leave the country and travel to another jurisdiction which could try them - provided it can be shown that these individuals ordered a direct attack on civilians or torture.

"As they are probably all Syrian nationals, it would be only on the basis of universal jurisdiction that you could try them," she said.

"If these people choose to travel and they arrive in a state party to the Convention against Torture, they need to be brought to justice. As long as they are sitting in Syria and don't move, that's where the problem lies."

The U.N. Commission of Inquiry on Syria's list of suspects is believed to include Assad's inner circle and senior officials of the Baath party, army and security forces.

"The Commission of Inquiry handed me a list of names of people in high positions, including in the military and security forces, who have been implicated in the most serious international crimes that fall under the jurisdiction laid down in the Rome Statute," U.N. High Commissioner for Human Rights Pillay told Reuters in Geneva, referring to the treaty setting up the ICC.

"I will hand over this list of alleged perpetrators to any future credible investigations," said Pillay, a former?ICC judge.

In its February report, a three-member panel, headed by Brazilian expert Paulo Pinheiro, said that Syrian forces bent on crushing the uprising had shot dead unarmed women and children, shelled residential areas and tortured wounded protesters in hospital under orders from the "highest level" of army and government officials.

"The commission also identified particular army units, security agencies and their branch offices for which there are reasonable grounds to believe that they carried out gross human rights violations," the report said.

There was also evidence of abuses committed by some rebel Free Syrian Army (FSA) groups.

The U.N. report said it had reliable accounts that the National Security Bureau of the Baath Party National Command was used to translate policy directives into strategic operations.

"COMPLEX OPERATIONS"

Military and security forces, civilian authorities and Baath Party officials coordinated operations through local security committees, it said.

"On several occasions, senior security officials were deployed from the capital to coordinate operations involving crimes against humanity and other gross violations," it said.

"Most crimes against humanity and gross human rights violations were carried out in complex operations that involved the entire security apparatus and therefore would have required superior directives."

The four major intelligence and security agencies with direct reporting lines to the president's office - military intelligence, air force intelligence, the general intelligence directorate and the political security directorate - "were at the heart of almost all operations", it said.

As the conflict evolved, elite army units closest to the leadership - the Special Forces, the Republican Guard and the Fourth Division - played an increasingly prominent role, the latter two especially in Damascus and its suburbs, it said.

"You would expect from the institutions named in the report, that the key people in those institutions to be on the list, there are enough hints," said one international human rights expert who has not seen the list, but who saw the public report.

For the Commission of Inquiry to have included it, it is likely to be all corroborated evidence, but it still needs to be proved in a court of law, this expert said.

"The investigators would look at his close circle, the constitutional order, the ministers of defense, of interior, head of security services. You start with a matrix and corroborate evidence from witnesses, these are the criteria."

LIST CREATES PRESSURE

The existence of the list creates pressure on states to take action as it means that dozens of people can be brought to justice, once a credible jurisdiction is empowered to move on the case, said Mona Rishmawi, chief of the rule of law branch at the office of the U.N. High Commissioner for Human Rights.

Several countries, including Britain, Belgium, Canada, Spain and the United States, have established universal jurisdiction for some crimes such as torture, said Rishmawi, who led a similar U.N. investigation in Darfur which contributed evidence leading to the ICC's indictment of Sudan's President Bashir.

Aside from the U.N. report, there is other evidence that could be used to mount a case, legal experts said

U.N. special rapporteur Mendez said that a Channel 4 video purporting to show Syrian patients being tortured in hospital appeared to support increasingly grave allegations pointing to crimes against humanity.

"With respect of torture, as grave as the allegations were six to eight months ago, this latest seems a step or two above that," Mendez, himself a victim of torture while jailed by the military dictatorship in his native Argentina in the 1970s, said in an interview in Geneva.

"There's a limit to what I can do. I have to say that I am frustrated that I cannot do more. I wish I had more powers."

Nelson Mandela archives, letters go online in Google-backed project

Thousands of letters, photographs and documents relating to former South African President Nelson Mandela went online Tuesday?to help people find out about?his?struggle for?freedom.

Items including letters Mandela wrote to his family that were smuggled out of prison, his Methodist church membership card from about 80 years ago and hand-written diaries have been digitized and laid out on a website designed to look like a museum exhibit.


"The one thing that it does immediately is make a much sought-after legacy available to the world," Achmat Dangor, the chief executive of the Nelson Mandela Foundation, said.

The project, with an initial cost of $3 million, was put together by the Nelson Mandela Centre of Memory and the Google Cultural Institute.

It is a first for Internet giant Google, which has made sure the material is open to all and original copyright holders keep their rights.

Google is planning to use this project as a springboard to bring more content online from other historical figures of the 20th century. Google has been criticized for trying to use its technological might to wall off material from rivals.

"You can interact with the content. You can search the content. Although we have mimicked the museum experience, we are now in a place where we think we have augmented the experience," Mark Yo@!$%#ake, who leads project management for the Google Cultural Institute, said.

Sections such as "Presidential Years" include photos with links to videos, text, personal notes and testimonials laid out for use with typical computers and tablets.

Ndileka Mandela, the granddaughter of the former president, said he has always been a progressive?person and was elated by the online archive.

"As much as we would like to claim him as our grandfather, he is a public figure. The publishing of the letters he wrote to various family members is not really a problem because it shows people that he is a human being," she said.

Mandela, 93, underwent a keyhole abdominal examination last month that showed nothing was wrong with the man awarded the Nobel Peace Prize for helping bring down white-minority apartheid rule in South Africa.

"For a man his age, he is doing well. He hasn't lost his sense of humor," Ndileka Mandela said.

Can Congress require everyone to have health insurance?

Today, the Supreme Court will hear two hours of oral argument on the central issue in the case against the Obama administration?s health law ? whether the federal government has the constitutional authority to make people either purchase health insurance or pay a fine.

It is this question ? corresponding to a provision of the law known as the ?individual mandate? ? that has been the primary focus of intense political opposition and public outcry ever since the law was proposed. It has been the?focus of numerous lower court lawsuits as well.

Of the four appeals court decisions on the constitutionality of the health law, two upheld the mandate, one found it unconstitutional, and one ruled the question could not be decided until the mandate takes effect.?

The challenge to the individual mandate, like the other three issues in the case, stems from two lawsuits filed in Florida and later consolidated by the U.S. Court of Appeals for the 11th Circuit in Atlanta. One was filed by the National Federation of Independent Businesses and four individuals who lacked health insurance. The other was filed by Florida and joined by 25 other states.?

The business group and individual plaintiffs challenged only the individual mandate. The states challenged the mandate and the Medicaid expansion provision, which will be argued tomorrow. The 11th circuit struck down the mandate, but found the Medicaid expansion constitutional.?

What is the individual mandate??

Under the Affordable Care Act, nearly everyone must purchase health insurance or pay a fine starting in 2014. Exceptions are granted for financial hardship, religious objections and incarceration. Undocumented immigrants and members of American Indian tribes are also exempt.?

The law also regulates the insurance industry, requiring carriers to provide reasonably priced insurance for everyone, regardless of health status. As a result of this new requirement, the administration has said the mandate is necessary to ensure that healthy people don?t wait until they get sick or become injured to sign up for insurance. If that were to happen, the insurance pool would likely be too small to keep costs affordable to consumers. The result would be sharp increases in insurance rates for everyone.?

The annual penalty for not having insurance is the greater of a flat dollar amount or a percentage of income. The flat rate starts at $95 in 2014 and gradually increases to $695 in 2016. The percentage of income in excess of the federal tax filing threshold starts at 1 percent in 2014 and rises to 2.5 percent in 2016. For both families and individuals, the penalty could be as high as the price of insurance coverage.?

The Congressional Budget Office (CBO) estimates that 21 million non-elderly people will be uninsured in 2016, but the majority of those will not be subject to the penalty due to financial hardship. About 4 million people will pay the penalty, netting about $4 billion to the U.S. Treasury, the CBO predicts. Currently, more than 50 million Americans are uninsured.?

The arguments?

Arguments on both sides primarily center around the commerce clause in Article 1 of the U.S. Constitution, which gives Congress the authority to regulate commerce within the states if it has a substantial effect on interstate commerce.?

The plaintiffs charge that the commerce clause does not apply to the health law?s individual mandate, because a decision not to buy insurance isn?t a commercial transaction. Instead of regulating commerce, plaintiffs maintain that Congress is requiring people to enter commerce by purchasing health insurance. If the mandate is upheld, they argue the federal government would have unprecedented power over individuals? actions ? and inactions. The federal government, they argue, could require people to purchase all kinds of other things, such as American cars.?

The administration has argued that the decision to buy health insurance is unlike other purchasing decisions, because everyone will use health care services at some point in their lives. It?s just a question of when. Instead of inaction, the administration maintains, not buying health insurance is a decision to self-insure and take a risk on remaining healthy. According to the administration, people who do not purchase health insurance often end up paying less than the full cost of the care they ultimately receive. That results in the costs of their care shifting to people who have insurance, in the form of higher premiums.?

Two other constitutional provisions in Article 1 ? the ?necessary and proper? clause and the ?taxing power??have also been invoked by both parties.?

The necessary and proper clause allows Congress to enact laws needed to execute the federal government?s duties. The administration argues that extending health care to the uninsured, which addresses a pressing national problem, is among those duties. But plaintiffs argue that without the commerce clause, the necessary and proper provision alone cannot validate the individual mandate.?

The administration also says the individual mandate falls within the government's broad taxing powers, in part because it is administered through the tax code. Plaintiffs argue that the mandate is not a tax but a civil penalty. In ruling against the mandate, the 11th Circuit observed that Congress was careful to refer to the sanction for not buying health insurance as a "penalty," while using the word "taxes" in several other provisions of the law.

US man gets unforgettable win - in memory contest

Talk about a memorable day: mountaineer Nelson Dellis won the USA Memory Championship for the second year in a row.

The Florida man and mountaineering enthusiast outlasted seven other finalists, known in contest circles as mental athletes, at a packed event in New York.

Contestants' hyper-fit brains performed serious gymnastics, including remembering 99 names and faces, a 50-line poem, and the order of a shuffled deck of cards.

Dellis, 27, turned in an unforgettable performance, even smashing his own record in the random numbers category, in which he managed to memorize an amazing 303 figures in five minutes.

The founder of the 15-year-old contest, former IBM executive Tony Dottino, said his goal was to show how brains can be trained and improved, just like any other part of the body.

"Exercising actually helps growing bigger brains," he said. "We have more brain cells that grow through our life."

More than 400 clapping, cheering fans, some wearing T-shirts that said "I'm a mental athlete," crammed into a Manhattan conference room to witness the champs sweat it out. Contestants ranged between 14 and 59, with backgrounds that included unemployed, computer programmer, nurse and TV presenter.

During a break a special guest, "International Man of Memory" Chester Santos, wowed the brainy crowd by asking them to name any one of the 435 members in the US House of Representatives. To each name he then supplied, from memory, that member's state, district, party and which -- often obscure -- committee he sits on.

"This is actually pretty difficult, thousands of pieces of data, so if I get something right, clap," he said, before getting all but one challenge right.

Dottino insisted that in this fight, anyone can become a contender.

"Myth number one," he said, is "you're either born with it or not. It's a skill you can practice."

Memory experts use techniques like the "chunk" method, in which different bits of information are tidied up and grouped. A basic example would be to reduce a series of individual numbers into pairs, so 2-0-1-2 becoming twenty twelve.

But Dottino says you also need to feed the brain omega-3 fatty acids, specifically DHA. That's found in fish like salmon and mackerel, or, he pointed out, fortified formulas produced by the contest's sponsor, life'sDHA.

At a minimum, Dottino said, keep away from those comfort foods. "Lots of carbs, starches, refined sugars are bad news," he said.

Jim Kwik, who coaches memory techniques at big corporations, said recall is more important than ever in an age of dizzying amounts of information. But part of his mission is also to teach handling what he calls "overwhelm."

Kwik bemoans ubiquitous and fiendishly clever gadgets like smartphones and GPS units in cars. "We're outsourcing our brains and memory to technology," he said. "Your mobile device is making you stupid."

Kwik tries to whip into shape the ordinary mortals who can't remember website passwords or the name of the person they just shook hands with. But asked his age, even he showed a glimpse of forgetfulness.

"Um, 38," he said after a second's pause. "I just can't believe how old I am!"

AT&T bringing Android 4.0 Ice Cream Sandwich to 11 more devices

Get excited, AT&T-using Android owners. You may be on the list of lucky individuals getting an upgrade to the latest version of Google?s Android operating system, Ice Cream Sandwich.

Fierce Mobile Content has the story, pointing out that AT&T intends to bring 11 devices up-to-date with the latest version of Android, 4.0, in the coming months. If you?ve got an HTC Vivid, good news: your update is already waiting. On the list of upcoming upgrades are the Motorola Atrix 2 and Atrix 4G; Pantech?s Burst and Element; the LG Nitro; and Samsung?s Captive Glide, Galaxy Note, Galaxy Tab 8.9, Galaxy S II and Galaxy S II Skyrocket. No timetable for those updates has been released, however.

Even without a firm date for upgrades, that?s great news for Android owners. Google announced Android 4.0 Ice Cream Sandwich and its cool new features way back in November, but despite sounding like a very big improvement to the Android ecosystem, upgrades have been slow in rolling out to actual users.

For a long time, the only ICS-capable device came directly from Google via Verizon: the Samsung Galaxy Nexus. At the same time, Google has already started talking about Android 5.0 (believed to be code-named ?Jelly Bean?), which is even more confusing for users waiting patiently for their upgrade to an Android version that?s already available.

The trouble with upgrades like this one is that there are a lot of adjustments that have to be made, even after Google finishes with its programming for ICS. Once Google finished the update, it was sent out to all the device makers for them to tweak, along with the carriers. Since Android is open-source, it?s basically different on every device. The problem, known as fragmentation, affects apps as well as Android updates.

But after a long, awkward silence on the ICS front, it seems more carriers and device makers are getting to a point where they?re ready to get their users upgraded. It?s a slow process, but some progress is better than none. Samsung Galaxy S II owners will be glad to hear AT&T is working on their ICS update, which was leaked as being ready last week, only for Samsung to backpedal on the update immediately afterward.

Meanwhile, we do know that Google is actively thinking about and working on the next version of Android, although details are still pretty thin. There?s some speculation that this next Android update might be aimed at tablets, like Android 3.0 Honeycomb is. That might help relieve some tension of smartphone users getting upgraded to ICS just in time for something even better to roll out.

Afghans learning to tell their own stories in 2011

The recent hype and controversy around Invisible Children, and this post?by Sam Gregory of Witness has encouraged me to expand on my initial thoughts seen here?on Cartoon Movement. I hope this post can provide a bit of background on how Small World News came to its current incarnation, providing all manner of training and innovative support to journalists, activists, and citizen journalists, primarily in conflict areas.

It?s little known to those who first learned about Small World News in 2011, but Alive in was not chosen just as a catchphrase, but a core value. I first traveled to Iraq not to tell Iraqis stories *for* them, but to do my best to act as a window for the world onto the stories of Iraqis. While the traditional broadcast media reported to the world ?Live from Baghdad,? I wanted to make the point that there were plenty of individuals capable to report ?Alive in Baghdad.? I feel it is far more important to assist these? individuals, individuals who were neither voiceless, nor invisible, but primarily unheard and unseen, to be heard and be seen, telling their own stories.

I will not disagree with Invisible Children on the point that images which reflect our own experience are easier to identify with. But this also means you are making a choice not to challenge your audience to consider different characters or voices equally valuable to the images traditionally seen on television. I didn?t start Alive in Baghdad and Small World News only to advocate for people in conflict areas and underdeveloped countries. Small World News was started out of a genuine desire to make the world smaller, by enabling citizens most affected by conflict to tell their own stories. I will not be satisfied just enabling them to tell their stories to Americans and first world citizens, i want to ensure they are able to tell them to each other.

Alive in does not seek to advocate for one policy or position. Small World News started Alive in to advocate for the presence of citizens in the stories told about them. Alive in suggests that no matter how good the journalist or the storyteller, it is no longer acceptable to only have stories told about people. Visual journalism and video advocacy is too often something done by experts and ?humanitarians? to people or for people, not by people and with them.

Small World News exists on the notion that we want to change the course of media for the better. We want to ensure the existence of high quality, nuanced journalism into the 22nd century. The only way to do this is to ensure that those closest to the story have as much capacity and opportunity to tell their own story as the renowned, award-winning journalists currently telling their story to the world.

Does Polestar Signal a High-Performance Future for Volvo?

Just about every luxury automaker has a group within the company charged with developing its most exciting high-performance cars. BMW currently has nine vehicles under the M performance banner. Mercedes-Benz has 15 performance machines crafted by its AMG arm. Even Lexus and Cadillac, companies not known for building sporty cars, now have divisions working on hot performance cars?the Cadillac CTS-V is one of the quickest sport sedans you can buy.

And then there?s Volvo. The Swedish automaker, which built its brand by cultivating an image of safety and reliability, has been without such a performance brand. Volvo built a handful of hot cars, such as the limited-edition T5R sedans and wagons of the mid-1990s. But there has been no continuity to Volvo?s performance cars?no specialized division to help it keep up with the performance arms race.

That could change with the recent introduction of a Polestar performance upgrade to Volvos sold in North America. Polestar is a Swedish performance company of about 50 people that has been Volvo?s official motorsport partner since 1996, designing and building Volvo race cars. Now Polestar has developed a dealer-installed performance-software upgrade to the engine-control unit?a computer reflash, as it?s known on the street?that increases performance of street Volvos while maintaining the factory warranty.

The Polestar upgrade boosts power by 23 hp on five-cylinder turbocharged Volvos and 25 hp on six-cylinder models, according to Polestar sales manager Andreas Naeslund. "We do an incredible amount of stress testing for the critical components within the engine and for emissions," Naeslund says. "We have a fairly complete motor laboratory at Polestar but we also have access to and continuously use Volvo?s facilities. We have several Polestar employees that go to work at the Volvo engine laboratory. They work very closely on current engines?[and] also on future engines."

Tuning up an engine computer is a long way from building a complete performance vehicle like the luxury performance divisions do. But Polestar has its eye on that kind of role with Volvo. "It is, of course, our ambition to go beyond software. And exactly how we?re going to do that, we haven?t yet revealed" Naeslund says. "But sure, becoming the AMG of Volvo or the M division of Volvo would be great. Although, we are a free-standing company, so perhaps a parallel to Alpina [which makes custom cars based on BMWs] would be closer."

Polestar built one very interesting C30 to showcase the group?s potential. The company constructed what could be described as Volvo?s equivalent of the Audi TT RS?but even more extreme. The Polestar C30 has an upgraded 405-hp inline five-cylinder turbocharged engine, sport suspension, giant 15-inch Brembo brakes, and even an all-wheel-drive system adapted from a V50. That doesn?t sound like a package Volvo would sign off on?at least not yet. But, Naeslund says, "The car is built with off-the-shelf parts. And I know at one point it was considered within Volvo for a limited-edition model. It really would have made a stir, even if we only produced a handful."

The Polestar software performance upgrade has been a big success. The company says the tuning is currently installed on about 10 percent of the upgradable cars. Now Polestar hopes that success will be a springboard to even more partnerships with Volvo.

For its part, Volvo has said it plans to take the brand further upscale. And judging by the success of BMW and Mercedes-Benz, an expensive high-performance sub-brand like M or AMG means added profitability. "We think there?s a spot to be filled there," Naeslund says. "Let?s say Volvo wants to do a program like its previous R cars?we would be slightly more extreme than even those cars. That?s our position."

7.4 magnitude earthquake strikes near Acapulco

A 7.4-magnitude quake centered near Oaxaca didn't cause heavy damage, but was felt across a huge area of the country. NBC's Brian Williams reports.

A strong, long 7.4 earthquake with an epicenter in Guerrero state shook central southern Mexico on Tuesday, swaying buildings in Mexico City and sending frightened workers and residents into the streets.

More than 800?homes were damaged and 60 collapsed near the epicenter in Ometepec in southern Guerrero state. There were no reports of death or serious injury. Fear and panic spread as a less powerful, magnitude-5.1 aftershock was also felt in the capital, where there were also no reports of deaths.

Other aftershocks were felt around the borders of Oaxaca and Guerrero states close to the epicenter.


"It was very strong, very substantial," Campos Benitez, hospital director in Ometepec.

Police radio operator Marcos Marroquin said there were preliminary reports of damaged?houses?in the municipality but only a report of a broken arm.

Telephone service was down in the city and throughout the area where the quake was felt, and some neighborhoods were without power, according to Mexico City Mayor Marcelo Ebrard, who set up a hotline for people to report damage.

About 40 passengers were stranded for a short time on the Mexico City airport air train, but later released. The airport closed for a time but officials said there was no runway damage and they resumed operations.?

"I swear I never felt one so strong, I thought the building was going to collapse,'' said Sebastian Herrera, 42, a businessman from a neighborhood hit hard in Mexico's devastating 1985 earthquake, which killed thousands.

Groups of women hugged and cried at Mexico City's Angel of Independence monument, where hundreds of people evacuated from office buildings said they never had felt such a strong earthquake.

Others typed ferociously on their Blackberries. Samantha Rodriguez, a 37-year old environmental consultant, was evacuated from the 11th floor on the Angel Tower office building.

"I thought it was going to pass rapidly but the walls began to thunder and we decided to get out," she said.

Mexico City, built on a lakebed, was badly damaged in 1985 when an 8.0 earthquake killed at least 10,000 people. In past years, Guerrero has suffered several severe earthquakes, including a 7.9 in 1957 which killed an estimated 68 people, and a 7.4 in 1995 which left three dead.

Tuesday's quake was the strongest shaking felt in the capital since a magnitude-6.5 earthquake struck also in Guerrero in December. Officials said at least three people died in Guerrero, but there were no reports of widespread damage.

A magnitude-8.0 quake near Manzanillo on Mexico's central Pacific coast killed 51 people in 1995 and a magintude-7.5 quake killed at least 20 people in the southern state of Oaxaca in 1999.

Victor Flores, an official at the Guerrero emergency management agency, told msnbc.com that initial reports from teams near the epicenter were of damage only to homes built of adobe or other weak construction material.

Aerial teams will follow up,? he added, ?but so far no deaths or injuries.?

A?person at Acapulco City Hall told NBC News that they felt the quake had no immediate reports of injuries or damages.

A major earthquake measuring as high as 7.6 magnitude, struck east of Acapulco. Msnbc's Tamron Hall reports.

No damage was reported in Oaxaca, about 100 miles west-southwest of the epicenter, according to local television. The front desk at the Hotel Real Oaxaca told NBC that the temblor scared residents but there was no damage.

A?worker at Rica Pizza in Ometepec, one of the towns nearest to the epicenter, told NBC News that there was?no damage to his business but he heard of damage to some other buildings in the area. He said electricity had gone out at his location -- and many of his business neighbors had lost theirs. His phone was working -- though he said there were some businesses without phone service. He also said he had heard lots of ambulance sirens but doesn't have any specifics on injuries.

The quake was followed by several aftershocks, he said.

"It was very strong, but we didn't see anything fall," said Irma Ortiz, who runs a guesthouse in Oaxaca. She said that their telephones are down and that the quake shook them side-to-side.

Celia Galicia, who works at the U.S. consular office in Oaxaca, had just flown in from Mexico City when it hit.

She said there was panic in the airport, and a dash for the doors. But she said that she saw no damage at the airport and no one was hurt. She says one building in downtown Oaxaca appears to be damaged and has been evacuated.

She added that they've had two strong aftershocks, and that in downtown Oaxaca most people are out on the street at this point.

"It started shaking badly," she said.

The White House said President Barack Obama's oldest daughter, Malia, is safe and never was in danger during? the quake. Malia, 13, is on vacation with a school group in southwestern Mexico, according to reports from the region.

Earlier?the quake had been reported at 7.9 magnitude. No tsunami was expected.

Messi is Barcelona's all-time scorer

BARCELONA, Spain (AP) -Lionel Messi now has a prized record to show that he is arguably the best player to ever don Barcelona's burgundy and blue shirt.

The forward wrote his name into the club's history in emphatic fashion on Tuesday with yet another hat trick to become the club's all-time leading scorer with 234 goals.

"We are before the best player in absolutely every facet," Barcelona coach Pep Guardiola said. "He is capable of everything that a football player must do and he does it every three days.

"I am sorry for those who want to dethrone him, but he is simply different from all the rest."

Messi netted his 18th career hat trick for the Catalan giants to break Cesar Rodriguez's record of 232 that had stood for 57 years, resisting the best efforts of the other greats that have made their names at Camp Nou stadium.

And while Cesar set the mark in 13 seasons from 1942-1955, the 24-year-old Messi needed just under eight campaigns to pass his milestone.

"Messi has entered the history of the club at just 24 years of age," Guardiola said. "If he continues like this in the coming years, he will score so many goals that he will never be surpassed."

Guardiola said that Messi was to football what Chicago Bulls great Michael Jordan was to basketball.

"Jordan dominated his sport and Messi dominates this one," the former midfielder said. "The first thing about Messi to point out is his mentality. He has great quality, of course. But the important thing is his mental strength."

Messi's latest scoring performance led Barcelona to a tougher-than-expected 5-3 win over a pesky Granada in a game his team could not afford to lose if it wanted to stay in the hunt for a fourth straight Spanish league title.

The Argentina international fired in a cross by Isaac Cuenca in the 17th minute to match Cesar's record, and then added two more off passes from Dani Alves to secure the win after Granada had come back to pull even at 2-2.

Messi, the three-time world player of the year, has scored 54 goals in all competitions this season, including a Champions League-record five goals in one game just under two weeks ago.

Always the rival defense's main worry, Messi - nicknamed "The Flea" for his slight frame and headlong, goal-bound bursts - has proven unstoppable of late, scoring 17 goals in a seven-game scoring streak. His hat trick against Granada means he leads the Spanish league in scoring, putting him two ahead of Real Madrid's Cristiano Ronaldo in their personal scoring duel.

"He is defining an era. He is the best," Barcelona goalkeeper Victor Valdez said of his teammate.

Barcelona's sixth consecutive win cut leader Real Madrid's advantage to five points ahead of its game at Villarreal on Wednesday.

"Messi was calm as always after the game and thanked us all for our efforts," said Cristian Tello, who also scored for Barcelona. "I have no doubt that he will end up as the best to have ever played this sport. Each game he shows that he is on another level.

"He doesn't stop surprising us."

Barcelona previously believed that Cesar had scored 235 goals in 13 seasons between 1942-1955. But after a thorough review by the club and La Vanguardia newspaper, Cesar's tally was lowered by three goals.

Messi has scored 153 goals in the Spanish league, 49 in the Champions League, 19 in the Copa del Rey, eight in the Spanish Supercup, four in the Club World Cup and one in the European Supercup.
