LA mayor: Deal ends $8 billion port strike

Updated at 4:16 a.m. ET: LOS ANGELES -- An agreement was reached Tuesday night to end the crippling strike at the ports of Los Angeles and Long Beach, according to Los Angeles Mayor Antonio Villaraigosa.
The announcement came just hours after federal mediators arrived at the port of Los Angeles, called on by Villaraigosa to help resolve a strike that has idled most of the docks at the ports for more than a week.
The eight-day labor clash cost Southern California an estimated $8 billion, including lost wages and the value of cargo rerouted to other ports over the past week, according to Reuters.
Los Angeles and Long Beach together account for nearly 40 percent of all U.S. container imports.
George Cohen, director of the Federal Mediation and Conciliation Service, and Scot Beckencaugh, deputy director for mediation services, arrived Tuesday night to begin talks between shipping and union officials, the mayor's office announced.
It was unclear whether a vote had been planned prior to their arrival or what role they played in the developments late Tuesday.
The mayor flew back from a trip abroad to help bring an end to the work stoppage, staged by clerical workers who use computers to help track the progress of shipments into and out of the nation's busiest port complex.
Villaraigosa, a onetime labor activist?who had been in Latin America pitching Southern California's port operations to manufacturers, shippers and retailers there, arrived at the harbor at about 11 p.m. Monday, joining the negotiations in the hope of brokering a deal.

Tuesday morning, he said, he called to request help from a federal mediator. The mayor said he also discussed the matter with California's two Senators, Dianne Feinstein and Barbara Boxer, and that he has placed a call to the White House.
Despite claims by both sides that they had made significant concessions in the talks so far, Villaraigosa said at a news conference that neither had moved on issues of top concern to the other.
In particular, he said, the union, which is worried about outsourcing jobs, might need to compromise on other issues to get movement on its top priority.
As the talks dragged on, the clerical workers continued to walk picket lines.
Each side blamed the other for the slow pace of negotiations.
Both sides have agreed to accept federal mediation to try to end the labor action at the Ports of Los Angeles and Long Beach. NBC's Brian Williams reports.
John Fageaux, spokesman for Local 63 of the International Longshore and Warehouse Union, said his organization had backed down on a demand that the companies re-hire 51 positions that the union said had been outsourced, but received no productive response from the employers.
But Stephen Berry, an attorney representing the shipping companies, said those jobs had never been outsourced in the first place. Instead, he said, they represented positions that had been held by clerical workers who were not replaced after they retired.
For his part, Berry said that the shipping companies had agreed to one of the union?s key demands, saying that they would hire certain temporary workers from the union?s hiring hall, rather than going to outside contractors.
But he said that the union was not satisfied with that offer. He said the union failed to recognize that the economy had still not recovered from the boom years.
The stoppage at 10 of the port's 14 terminals will not affect holiday shipments, experts said, because the toys, books, electronics and clothes aimed at the gift market arrived months ago.
But Villaraigosa said it affects about 20,000 truck drivers, retailers and others who are awaiting shipments for upcoming seasons.
The ports of Los Angeles and Long Beach together handled more than $400 billion in goods arriving or leaving the West Coast by ship last year, according to Reuters. Experts say the ports directly or indirectly support 1.2 million Southern California jobs - workers involved in moving freight to or from the shipping complex.?

Software guru McAfee to seek asylum in Guatemala
GUATEMALA CITY (Reuters) - U.S. anti-virus software guru John McAfee, who is on the run from police in Belize seeking to question him in a murder probe, has crossed into Guatemala and said on Tuesday he will seek political asylum there.
McAfee has been in hiding for three weeks since police in Belize said they wanted to question him as "a person of interest" about the murder of fellow American Gregory Faull, with whom McAfee had quarreled.
McAfee smuggled himself and his girlfriend, Samantha, across the porous land border that Belize shares with Guatemala. He stayed at a hotel in a national park before heading for Guatemala City on Monday evening.
"I have no plans much for the future now. The reason I chose Guatemala is two-fold," McAfee told Reuters by telephone from Guatemala's Supreme Court, flanked by his lawyer, former attorney general and lawyer Telesforo Guerra.
"It is a country bordering Belize, it is a country that understands the corruption within Belize and most importantly, the former attorney general of the country is Samantha's uncle and I knew that he would assist us with legal proceedings."
McAfee has denied involvement in the murder and told Reuters on Monday he would not turn himself in. He posted repeatedly on his blog www.whoismcafee.com while on the run, describing how he would constantly change his disguise to elude capture.
On Tuesday, he appeared with his hair and goatee died black, and wearing a dark suit and tie - a far cry from the surfer-style blonde hair highlights, shorts and tribal-tattooed bare shoulders he sported in Belize.
"(Guerra) is now attempting to get political asylum for myself and for Sam. I don't think there will be much of a problem. From here I can speak freely and safely," McAfee said.
TECH GENIUS, "BONKERS"
McAfee says he believes authorities in Belize would kill him if he turned himself in for questioning. Belize's prime minister has denied the claim and called the 67-year-old paranoid and "bonkers."
On the Caribbean island of Ambergris Caye, where McAfee has lived for about four years, residents say he is eccentric, impulsive, erratic and at times unstable, with a penchant for guns and young women.
He would often be seen with armed bodyguards, pistols tucked into his belt, and McAfee's neighbor had complained about the loud barking of dogs that guarded his exclusive beachside compound.
His run-in with authorities in Belize is a world away from a successful life in the United States, where he started McAfee Associates in 1989 and made millions of dollars developing the Internet anti-virus software that carries his name.
There was already a case against McAfee in Belize for possession of illegal firearms, and police had previously raided his property on suspicion he was running a lab to make illegal synthetic narcotics.
McAfee says he has been persecuted for refusing to donate money to politicians, that he loves Belize, and considers it his home.
Guatemala is a canny choice to seek refuge. It has long been embroiled in a territorial dispute with Belize. Guatemala claims the southern half of Belize and all of its islands, or cayes, rightfully belong to it.
A Guatemalan government source said there was "no reason" to detain McAfee because there was no legal case against him pending in the country. Guatemala's government declined official comment.
"He will go back to Belize once his situation here in Guatemala is made legal," Guerra told Reuters, citing the fact he had crossed into Guatemala illegally to avoid capture by police in Belize.
"He can go to the United States, there is no problem with that," he added. "We have asked the U.S. embassy for support with our (asylum) request."
He said the asylum request would be formally presented on Wednesday.
The U.S. Embassy in Guatemala City said in a statement McAfee would have to work within the country's legal framework, but declined to elaborate. "The embassy does not comment on the actions of American citizens, due to privacy considerations."

Missouri Republican Congresswoman Emerson quits
KANSAS CITY, Missouri (Reuters) - Fresh off easily winning re-election, Republican U.S. Representative Jo Ann Emerson of Missouri announced on Monday she is resigning the seat she has held for 16 years to take a new job.
Emerson, who represents southeast Missouri, said that in February she will become chief executive of the National Rural Electric Cooperative Association.
Her resignation is not expected to result in any change in the political balance in the U.S. House of Representatives, where Republicans have a majority. Her seat is safely Republican.
"I am not leaving Congress because I have lost my heart for service - to the contrary - I see a new way to serve," Emerson said in a statement. "I did not go seeking this opportunity, but I am excited about the new challenge it offers to find ways to promote strong rural policy."
Emerson was re-elected last month with 72 percent of the vote. She was first elected to the House in 1996 in a seat left open after the death of her husband, Representative Bill Emerson. A special election called by the governor will fill her seat.

I sat in my beach chair a hundred steps from my front door, fine, cream colored sand caressing the bottoms of my feet. My field of vision drifted from the stark silhouette of Anacapa to the purplish browns of Santa Cruz, two of the Channel Islands off the coast of California, 70 miles northwest of Los Angeles. I was officially in the city of Oxnard, an ugly name that fails to hint at this serene beauty in a neighborhood that hadn?t been discovered by the hoards from Los Angeles. Serene as it was and despite the loosening warmth of a half-imbibed gin Martini in my right hand, I felt a tightness in the pit of my stomach that radiated up to my chest. I was almost 63 and contemplating my future retirement.

I visualized my father 40 years earlier sitting in his forest green easy chair in the living room of my childhood home as I studied a book on torts during my first year of law school. The Herald Express, an evening paper that he had read six evenings a week since I could remember, was in his lap, still folded up. He stared into the space between him and the front window. After working for the Southern California Edison Company for 35 years, Dad had grudgingly retired at the mandatory age of 65. Three years later he had developed no interests except horse racing and poker. Once in a while he went to the horse races at Santa Anita or the poker parlors in Gardena, but he did not have the retirement income to go often. Mom had told me that she was worried about him. ?He just mopes around the house,? she said.
A few days later I was in my bedroom putting on a clean shirt before leaving to visit my girl friend. Dad?s bedroom door, across the hall from mine, was partly open. I saw him reach into his dresser drawer, pull out a whiskey bottle, unscrew the cap and take a long swallow. It was ten in the morning. I had never seen my father take one sip of an alcoholic beverage. I turned my head away. I didn?t want him to know that I saw, and I never told my mother. Less than a year later he died. I didn?t realize then that in his misery Dad had done me a big favor.

GREAT FALLS, Mont. -- Sports tycoon Stan Kroenke has bought the 123,000-acre Broken O Ranch near Augusta in northwestern Montana.
The real estate mogul from Columbia, Mo., who owns the NFL's St. Louis Rams, the NBA's Denver Nuggets and the NHL's Colorado Avalanche closed the deal in the last week. The sprawling ranch spans three counties and includes more than 20 miles of the Sun River west of Great Falls. It was put on the market late last year for $132 million. The sale price wasn't disclosed. The Broken O Ranch was assembled during the last two decades by William and Desiree Moore, founders of the Kelly-Moore Paint Company.
